Summary Statement

This class is the first level in the class series responsible for performing physical database implementation and management functions for enterprise information systems.

Nature and Scope

This class is responsible for database management in support of applications in an Information Technology section for a large agency encompassing enterprise information systems. Work includes installing, configuring and upgrading database management system software, developing physical database designs, database performance and tuning, security, backup, version control and integrity of the database. This level is differentiated from the Database Administrator II level by the complexity of the database and the work performed.  Work performed on less complex databases requires responsibility for all aspects of a project while complex work assignments on the most complex databases are performed under closer technical supervision. Principal contacts are with application developers, software vendors, customers, other state agencies and others outside state government, to ensure that the physical design phases of new/revised application requirements are consistent with the database structure and methodology.  

Positions assigned to this class perform the principal accountabilities in a database management system environment employing the most complex database software; for example, Oracle, MS SQL Server, Sybase, DB2, IMS, Informix, and ADABAS; and operate in mainframe or client/server environments using multiple platforms and operating systems.

For positions in agencies with an authorized Database Administrator career ladder, the principal accountabilities are performed as an assistant to higher level technical staff on the most complex databases. For positions in agencies that do not have an authorized Database Administrator career ladder, the full range of principal accountabilities are performed on less complex databases than those found at the Database Administrator II level.

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class.   • Monitors, coordinates and manages the selection, physical design, development, security, operation, processing, performance and maintenance of relational and/or other database, data storage and retrieval systems.
  • Coordinates and ensures database management systems interface with other information technology for sharing of data. Meets with customers to determine database requirements.
  • Develops database standards, documentation, security and authorization procedures.
  • Develops physical database and data warehouse/data mart designs and ensures appropriate modifications to databases; establishes databases; creates primary database storage structures (tablespaces/files, views and indices) based on estimated storage requirements.  Modifies physical database objects/structures to reflect changes to the data model.
  • Establishes backup and recovery or replication plans to minimize data loss and system downtime.
  • Monitors and troubleshoots databases for potential or existing performance or security, problems, capacity requirements and makes modifications/adjustments to ensure availability of data.
  • Installs, monitors, diagnoses and debugs the database system software. Plans for projected software requirements and increased computer capacity relating to database requirements.   Prepares plans for feasibility of conversion to database management systems from existing file structures.
  • Keeps current on new developments and techniques in data storage and database management.  Identifies and evaluates the use of new and emerging tools, methods and technologies to improve database management, and data storage.  Establishes and maintains contact with vendors and recommends database software and services.
  • May plan, assign, review and evaluate the work of two or more merit and/or contractual staff involved in database implementation and management.

  • Ability to create, interpret and communicate a data model and to create and implement an efficient physical database design from application specifications.
  • Ability to evaluate and analyze user requests and develop effective plans for database development and maintenance.
  • Ability to apply data resource management and system analysis principles to the data planning, modeling and design process.
  • Ability to communicate effectively both orally and in writing.

Job Requirements

JOB REQUIREMENTS for Database Administrator I
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Six months experience in designing, maintaining, analyzing and implementing database management systems which includes systems performance tuning, maintaining backup/recovery systems, using system tools to identify, correct or refer system issues such as system space management and database integrity.
  2. Six months experience in applying database query languages such as using MS SQL Server, Sybase, DB2, Informix, Oracle, ADABAS, PL/SQL and other Oracle Based Tools.
  3. Six months experience in database security which includes developing internal database security mechanisms and defining user requirements.
  4. Knowledge of data resource management which includes systems analysis, design, and implementation.
