Summary Statement

A class incumbent is responsible for providing planning, integration, and administration of financial management programs within a large/diverse Department.

Nature and Scope

A class incumbent reports to a Division Director/Cabinet Secretary. Assignments are carried out with limited supervision. Work involves development of a Department's various financial plans, including total capital and operating budgets, revenues/expenses, banking, cash flow/short term investments, and bond issuance. Significant to this work is development/evaluation of program integration resulting in maximized resource allocation while retaining accountability standards. An incumbent works closely with Division Directors, other state agencies, local governments and various Federal agencies. In addition, an incumbent maintains close contact with civic organizations, legislators and contractors/consultants. Regular contact/guidance/coordination is provided to various focus groups/task forces/steering committees involved in strategic planning, budget formulation and organizational planning and analysis.

  • Manages the analysis, formulation, and integration of a Department's financial management programs. Develops and implements methods for program evaluation.
  • Oversees development of multi-year plans/programs.  Works with departmental, executive, and legislative officials to explain financial plans and issues. Determines problem areas and recommends solutions.
  • Proposes legislation that will support the Department's strategic plan.
  • Coordinates, facilitates, and reports back to management the activities and progress of various focus groups/task forces/steering committees.
  • Provides planning, budgetary, and management expertise to Department administration and operations managers.
  • Monitors day-to-day fiscal activities to ensure they meet state/federal objectives and/or guidelines.

  • Ability to oversee and/or integrate multiple programs/priorities and readily adapt to schedule/priority changes.
  • Ability to interpret/prepare/present a variety of planning and financial reports.
  • Ability to train and develop subordinates.

Job Requirements

JOB REQUIREMENTS for Assistant Director Financial Management
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years' experience in financial administration such as comprehensive analysis of programs, budgets, projects, services, alternatives, and costs; financial planning, revenue generation, revenue forecasting, expenditure forecasting, cash flow management and establishing internal control. 
  2. Three years' experience in interpreting and analyzing financial reports.
  3. Six months experience in strategic planning such as planning and mapping a path between the present and future usually for three to five years by determining key objectives, how to accomplish the key objectives, what strategies should be used, what activities would contribute to accomplishing the key objectives and developing performance measures to gauge and report progress or success. 
  4. Six months experience in operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors.
