Description of Occupational Work

Fiscal Analysts plan, develop, and conduct diverse fiscal studies to provide insight and recommendations to agency leadership on financial matters such as budgeting, forecasting, and cost management. Primary work includes providing technical guidance, consultation, and recommendations impacting an agency’s overall financial position and performance.

Employees play a key role in the budgeting process by working with department and division staff to develop, monitor, and ensure adherence to budgets and compliance with applicable laws, rules, regulations, standards, policies, and procedures. Employees may perform some reconciliation and other fiscal advisory duties to ensure appropriate use of funds as an adjunct to higher level fiscal analysis work performed.

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series. These functions are not an exhaustive list of all job duties for any one position in the class.   • Plans, develops, and conducts diverse fiscal studies including analyzing and compiling financial data, information, and applicable business, financial, and/or regulatory plans. Ensures completeness and accuracy of data and adequate documentation.
  • Identifies errors, issues, patterns or trends, and opportunities for improvement/cost savings.
  • Prepares and produces regular budgetary reports, financial forecasts, and projections based on analyses, which may include estimating revenue, expenditures, or reimbursements.
  • Monitors and analyzes program expenditures for compliance with budgets, applicable agreements, grants, or contracts, as well as state or federal laws, rules, and regulations.
  • Works with division and fiscal staff to review, develop, and maintain budgets. 
  • Researches technical questions regarding financial and regulatory compliance with applicable state and federal laws, rules, and regulations.
  • Analyzes payroll, resources, and other information to assist in the development of staffing plans.
  • Analyzes legislative projects to support development of the capital improvement budget or other initiatives and may evaluate and monitor assets and liabilities.  
  • Monitors and analyzes state and federal legislation to determine possible impact on the agency's overall financial position.
  • Uses computer software including financial modeling software to perform analysis scenarios, and automated information systems to research, review, analyze, document, and report on financial information.   
  • Conducts other special reviews, studies and/or projects relevant to the assigned agency’s operations and presents findings.
  • May supervise two or more merit full time positions.  The elements of supervision include performing the following on a regular and continuing basis: planning, assigning, reviewing, evaluating, coaching, training, disciplining, and recommending hire, termination, and promotion. 
  • Performs other related duties as required.

Levels of Work

The level of work for an employee in this class series progresses based on an employee’s independence, size and scope of responsibilities, complexity of duties, decisions made, and required experience.

Fiscal Analyst I
This is the first level of fiscal analysis work, responsible for planning, developing, and conducting diverse fiscal studies to provide insight and recommendations to leadership, impacting an agency’s overall financial position and performance. Employees independently perform the full range of Essential Functions under general supervision and are well-versed in the assigned financial operations.
  • Receives general supervision from an administrative or technical supervisor; the supervisor provides general direction on all assignments, and regular review of progress, accuracy, and quality of work. Supervisory advice or assistance is provided as needed.
  • Provides technical guidance, consultation, and recommendations on financial matters.
  • Independently conducts research and analysis, determines impacts, and presents relevant information to ensure supervisors/managers are informed on the status, issues, and concerns. 
  • Makes recommendations for new or revised financial policies and procedures.
  • Participates in complex reviews, studies, and/or projects and may lead a less complex review, study, and/or project.
  • May lead paraprofessional, professional, or administrative support staff by assigning, monitoring, and reviewing work and providing on-the-job training, guidance, and direction. 
  • Communicates effectively with agency leadership, and a variety of staff such as fiscal or program staff, as well as clients, vendors, or others, to gather and evaluate information, and to provide recommendations, guidance, and direction.
Fiscal Analyst II
This is the second level of fiscal analysis work, responsible for planning, developing, and conducting diverse fiscal studies to provide insight and recommendations to leadership, impacting an agency’s overall financial position and performance. In addition to work performed at the Fiscal Analyst II level, employees independently complex work, and serve as lead and/or point of contact for the assigned financial area at the division or department level. An error in judgment made by an employee at this level could result in the loss of revenue, funding, or services.
  • Receives minimal supervision from an administrative or technical supervisor; the supervisor defines objectives, priorities, and deadlines and assists the employee with unusual situations.
  • Provides financial advisory services to leadership on highly complex and varied financial areas such as policies, budgets, investments, cash flow forecasting, revenue recovery/collection, and programs. 
  • Serves as the fiscal analysis expert to management, peers, and others, providing technical guidance, consultation, and recommendations on financial needs, challenges, or opportunities that may have not been encountered before, requiring complex interpretation of state and federal laws, rules, regulations, standards, policies, and procedures.
  • Develops, recommends, and implements financial policies and procedures.
  • Monitors operations, records, reports, and financial statements to assure that funds are properly spent and develops revenue recovery/collection mechanisms.
  • Leads paraprofessional, professional, or administrative support staff by assigning, monitoring, and reviewing work and providing on-the-job training, guidance, and direction. 
  • Communicates effectively with internal and external leadership or staff, including fiscal and program staff, as well as clients, vendors, or others to ensure compliance and efficiency of financial operations and resolve complex or unusual challenges.  
Fiscal Analyst III
This the highest level of fiscal analysis work, responsible for managing and completing diverse fiscal studies to provide insight and recommendations to leadership, impacting an agency’s overall financial position and performance. This level is distinguished from previous levels by making decisions on behalf of leadership as a top-level, fiscal analysis expert, serving as a member of an agency or state leadership team, with significant input at the strategic policy level. 
  • Receives general direction and guidance from a Division Director, Deputy Director, or other appointed official in terms of broad goals and objectives; employee establishes the methods for achieving goals and objectives.
  • Manages diverse and complex fiscal management studies at the agency or state level which includes developing, implementing, reviewing, and evaluating strategic initiatives, operations, policies, procedures, and systems to meet financial needs, requirements, and performance objectives. 
  • Provides expertise, recommendations, and strategic direction to leadership and other high-level officials on the most complex challenges and makes recommendations to maximize resources/project potential resources.
  • Develops management systems to track, analyze, and measure program results.
  • Represents the agency on various policy-making boards, committees, and task forces.
  • Communicates effectively with state officials, agency leadership, and fiscal or program management to present recommendations and advise on major policy issues that impact the agency’s financial position.

Knowledge, Skills and Abilities

  • Knowledge of the State’s budget preparation and planning process.
  • Knowledge of state and federal accounting, financial, or other related laws, rules, regulations, standards, policies, and procedures.

  • Ability to apply analytical and problem-solving methods and techniques and use sound judgment to reach logical conclusions.
  • Ability to prepare visual, statistical and narrative reports.
  • Ability to establish and maintain effective working relationships.
In addition to the above knowledge, skills, and abilities, the Fiscal Analyst II requires:
  • Knowledge of the principles, practices, and techniques of governmental planning, budgetary forecasting, and control.
  • Knowledge of the methods and techniques used in financial management systems analysis.
  • Skill in providing technical guidance, consultation, and recommendations, requiring subject matter expertise in financial analysis and planning to resolve complex issues.
  • Skill in conducting in-depth, comprehensive analysis and forecasting of financial matters.
  • Skill in analyzing broad impacts and challenges across a department or statewide and recommending alternatives/solutions.
  • Ability to prepare clear, concise, comprehensive, and informative reports on technical subject matter.
  • Ability to analyze new and revised laws, rules, and regulations to determine impacts.
  • Ability to implement plans and changes set forth by management using results-oriented goals for measuring success.  
  • Ability to provide on-the-job training, guidance, and direction to staff.
In addition to the above knowledge, skills, and abilities, the Fiscal Analyst III requires:
  • Knowledge of the principles and practices of financial administration.
  • Knowledge of principles, practices, and theories of management, program evaluation and strategic planning.
  • Skill in policy and procedure development.
  • Skill in developing short- and long-range strategic plans.
  • Skill in establishing and integrating the goals and objectives of multiple fiscal functions.
  • Skill in developing and implementing special assignments including oversight of timelines, cost, and resources.
  • Ability to make decisions on complex challenges with department or state-wide impact.
  • Ability to communicate effectively with staff of state, local and federal agencies, and various elected/appointed officials.

Job Requirements

JOB REQUIREMENTS for Fiscal Analyst I
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

1. Applicants must possess at least one of the following:
  
Two years’ experience in compiling, analyzing, and reporting on financial data to ensure effective and efficient accounting of funds or to make projections for financial planning. 
  
OR  

Possession of a Bachelors degree or higher in Accounting, Business Administration, Economics, Finance, Business Management, Computer Information Systems or related field.
