Summary Statement

Administrative Analysts provide analysis and support to administrative operations impacting an entire agency and act on behalf of a top-level official. Primary work includes overseeing constituent relations, responding to media and legislative inquiries, making decisions on administrative matters, and completing special projects.

Nature and Scope

Employees report to and receive minimal supervision from a Cabinet, Division, or other top-level appointed or elected official. The supervisor defines objectives, priorities, and deadlines, and assists the employee with unusual situations. Although positions in this class are typically assigned to the agency level, some positions may also be assigned to large, complex divisions with 24/7 operations such as hospitals or treatment services, corrections, enforcement, state parks, or toll/highway maintenance; or state level operations encompassing and impacting agencies across all branches of State Government.

Administrative Analysts are responsible for administrative operations such as constituent relations, media and legislative inquiries, and troubleshooting on behalf of the official. Work includes making decisions in the official’s absence on the appropriateness of signing documents, what meetings to attend, addressing inquiries of a sensitive and confidential nature from a variety of sources, and seeing work through to resolution. Work also includes providing guidance and consultation to interdepartmental agency staff regarding policies, procedures, priorities, and administrative concerns. Employees prepare summary reports to the official outlining relevant information concerning issues and challenges with recommendations for corrective action. Contacts include internal and external executives and other leadership, the Office of the Governor, union officials, outside contractors, employees, legislators, and media personnel.

Essential Functions

  • Oversees constituent relations including resolving crisis situations in service delivery referred by the Office of the Governor (OGOV), legislators, other agencies, and the public. Ensures that constituent contacts are handled quickly and responsively.
  • Directs and conducts special projects that may involve issues of a sensitive or confidential nature.
  • Participates in planning, policy formulation, budgeting, and solving issues and challenges.
  • Reviews correspondence and reports, determines the level of authority that can handle requests, complaints, or issues, oversees tracking, reporting, and review of data to ensure compliance with applicable policies and procedures, and keeps the agency leadership appropriately briefed.
  • Tracks and analyzes proposed legislation that impacts the assigned agency, coordinates and follows up with staff, and makes recommendations.
  • Receives media requests, researches issues and data, and prepares appropriate media responses. Prepares press releases for circulation.
  • Provides liaison with internal and external executives and other leadership, OGOV, legislators, special interest groups, the media, council/commission members, state/federal contacts, and the public.  
  • Responds to inquiries and complaints, and explains policies, procedures, regulations, and the agency’s position on issues to resolve problems.
  • Develops agendas and programs for meetings, conferences, or special presentations and represents the official at meetings and on task forces.
  • Plans, coordinates, and directs office activities and analyzes, recommends, and implements operating practices, policies, and procedures.
  • May supervise two or more merit full time positions. The elements of supervision include performing the following on a regular and continuing basis:  planning, assigning, reviewing, evaluating, coaching, training, disciplining, and recommending hire, termination, and promotion.
  • Performs other related duties as required.

  • Ability to prepare clear and concise reports and maintain confidentiality.

Job Requirements

JOB REQUIREMENTS for Administrative Analyst
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years' experience in performing administrative specialist work such as composing official documents, drafting and distributing communications or other materials, tracking and resolving issues with workflow, assisting with research, special projects, or data/information management, or other similar work in support of administrative, technical, program, and/or office operations.
  2. Three years' experience in providing guidance and consultation to management, customers, and others on administrative matters.
  3. Six months' experience in public relations, media relations, or communications such as establishing and promoting a positive image with the public and informing or influencing specific audiences using internal and external communications such as public forums, journalism, writing, marketing, advertising, promotions, or special events.
  4. Six months’ experience in project management such as planning, developing, implementing, managing, and evaluating projects to ensure objectives are met. 
  5. Six months’ experience in narrative report writing.
