The State of Connecticut, Dept. of Motor Vehicles (DMV) is accepting applications for the position of Motor Vehicle Division Manager assigned to the Commercial Vehicle Safety Division (CVSD) at the DMV in Wethersfield, CT. This is a newly created position and we are looking for a second in command that will report to the Division Chief of the CVSD. This is a law enforcement focused position and the successful candidate for this role will serve in a similar capacity as a Police Captain.

THE ROLE
The Motor Vehicle Division Manager will report to the Division Chief of the CVSD. 
In this role,  you will be responsible for the administration and direction over CVSD police personnel. Along with other duties, you will:
  • Support the Division Chief with the oversight of approximately 50 positions that are POST-CT certified, as well as public safety functions including Police Accountability and Accreditation requirements.
  • Assist Division Chief with operation and management of operations and staff.
  • Work with Federal grant funding, developing and monitoring budgets for programs.
  • Organizational accountability of the department.
  • Oversee and supervise CVSD police personnel including directing staff and operations.
  • Act as a liaison with stakeholders that impact agency or activities.
  • Establishes priorities; administers and oversees CVSD Police activities to fulfill short and long-term goals of the department.
POSITION HIGHLIGHTS
  • Full-time position working 40 hours per week
  • Monday through Friday schedule
  • First shift, 7:00 am to 3:30 pm, as well as on call responsibilities
  • Our office is located at 60 State Street in Wethersfield, CT
  • Occasional statewide travel may be required

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Motor Vehicles this class is accountable for assisting a Motor Vehicle Division Chief or other administrative official in the direction of the programs and operations of a division or for independently administering a small division reporting to an executive official.

EXAMPLES OF DUTIES

  • Administers or directs programs and operations of an assigned division or unit; 
  • Develops, implements and evaluates division policies, goals and objectives; 
  • Designs and develops division programs and activities;
  • Implements new procedures, procedural revisions and regulations;
  • Interprets and administers pertinent departmental laws; 
  • Oversees and evaluates staff;
  • Prepares or assists in preparation of division budget;
  • Maintains contacts with individuals within and outside of division who might impact on policy or program activities;
  • Reviews reports of activities, inspections, investigations and complaints and recommends further actions;
  • Assists in resolution of problems and recommends corrective actions;
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • May represent Commissioner on sensitive division related activities including testimony at legislative hearings; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of experience in business or public administration, personnel, production or quality assurance management.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a supervisory capacity.

NOTE: Supervisory capacity is defined as scheduling, assigning, overseeing work, establishing performance standards for employees and taking corrective measures to implement those standards.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in business administration, public administration or a closely related field may be substituted for one (1) additional year of the General Experience.
  • For state employees two (2) years of experience at the level of a Motor Vehicle Branch Operations Supervisor 2 may be substituted for the General and Special Experience.

PREFERRED QUALIFICATIONS

  • Current certification as a police officer by POST-CT.
  • Experience in Police Management with a minimum of 4 years at the rank of Sergeant or higher in State or Local Police Department or LEU.
  • Experience and training in Police Accreditation as prescribed by POST-CT.
  • Experience and training in NexGen and PowerDMS.
  • Experience working with state or local elected officials.
  • Experience working with businesses regulated by DMV (motor carriers, school buses, auto dealers).
  • Experience managing federal grant programs.
  • Experience supervising staff including handling investigations, reporting findings and making recommendations.
