- This leadership position will manage the state's overall intelligence gathering/dissemination operation while continuing to cultivate state, local federal and private sector partnerships and managing the intelligence cycle and analytical standards.
- In this role, you will:
- Lead the day-to-day operations of the CT Intelligence Center, the state’s designated all-crimes intelligence fusion center responsible to support the homeland security of Connecticut.
- Collaborate and coordinate with the leadership of federal, state, local, and private sector organizations regarding the identification of criminal activities and trends, including those associated with domestic and international terrorism.
- Direct the receipt, analysis, vetting, and dissemination of information from all sources to identify criminal trends, tactics, and procedures in order to protect the homeland security of the state.
- As a member of DEMHS leadership, represent the division and the agency and provide security briefings at meetings of federal, state and municipal officials.
- Ensure compliance with laws, policies, and procedures in accordance with the CTIC Privacy, Civil Rights, and Civil Liberties Protection Policy.

The Division of Emergency Management and Homeland Security (DEMHS) is charged with developing, administering, and coordinating a comprehensive and integrated statewide emergency management and homeland security program that encompasses all human-made and natural hazards, and includes prevention, mitigation, preparedness, response, and recovery components to ensure the safety and well-being of the residents of Connecticut.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Emergency Services and Public Protection this class is accountable for directing the operations of the Connecticut Intelligence Center (CTIC), the State’s Fusion Center.
EXAMPLES OF DUTIES
- Directs staff and operations;
- Develops and establishes goals and objectives that support overall strategies;
- Plans, develops and approves schedules, priorities and standards for achieving goals;
- Directs evaluation activities and monitors compliance with laws, policies and procedures in accordance with the CTIC Privacy, Civil Liberties Protection Policy;
- Develops, establishes and implements goals and objectives consistent with the agency and division strategic plans, evolving information needs and public safety concerns of CTIC partners and customers;
- Coordinates or directs the coordination of plans and memoranda of agreement and manages collaborative and coordinated multi-disciplinary communications flow with local, state, tribal, federal and private sector agencies and partners;
- Directs the receipt, analysis, vetting, dissemination and gathering of information from all sources to identify trends and create products;
- Oversees the CTIC analytic production cycle and the review and editing of analytic products to meet CTIC standards;
- Directs and/or manages the development of operational and strategic analytic products and convenes analytic working groups;
- Formulates program goals and objectives;
- Fosters intra-agency integration, collaboration and coordinator with intelligence units;
- Interprets and administers pertinent laws;
- Evaluates staff;
- Prepares or assists in the preparation of division budget;
- Maintains contact with individuals within and outside the organization who might impact program activities;
- Makes presentations or otherwise represents CTIC and/or DEMHS at meetings, conferences, working groups, committees and briefings;
- Leads the recruitment and hiring of staff, including outreach, interview and selection;
- May perform on-call duties as required;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Ten (10) years of experience in the collection, analysis and/or sharing of intelligence and criminal information.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been in a management capacity.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be substituted for the General Experience on the basis of fifteen (15)
semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years
for a Bachelor's degree.
- A Master's degree in criminal justice, law enforcement, political science or a closely related field may be substituted for one (1) additional year of the General experience.
PREFERRED QUALIFICATIONS
- Experience working with an intelligence fusion center.
- Experience with the intelligence cycle, including the receipt, analysis, vetting, gathering and dissemination of information from all sources to identify trends and create products.
- Experience managing more than one project, while managing people from more than one agency or discipline.
- Experience collaborating and coordinating communications flow among local, state, tribal, federal and private sector agencies and partners.
- Experience applying civil rights, civil liberties and privacy protection laws and policies to intelligence analysis and dissemination.
SPECIAL REQUIREMENTS
- Incumbents in this class must obtain a Federal Bureau of Investigation Secret Security clearance or a Department of Homeland Security Secret Security clearance within nine months of appointment to class.
- Incumbents in this class must possess and retain a valid Motor Vehicle Operator's license.
- Incumbents in this class may be required to travel.
- Emergency management drills and actual emergencies may require work outside of normal
business hours.
CHARACTER REQUIREMENTS
In addition to the checking of references and facts in the application a thorough background investigation of each candidate may be conducted by the United States Department of Homeland Security and/or the Connecticut Department of Emergency Services and Public Protection before persons are certified for permanent appointment.
