The Connecticut State Department of Education (CSDE) is accepting applications for an Education Specialist  (ESS) for the Bureau of Child Nutrition Programs (CNP), Summer Electronic Benefits Transfer (SEBT) for Children program.

THE ROLE: 
Our ideal candidate will have knowledge of SNAP (Supplemental Nutrition Assistance Program),  Husky A (Medicaid) and Temporary Family Assistance (TFA), The preferred candidate will be bilingual in English and Spanish for reading, writing, and speaking. 

  • This individual will administer the federal U.S. Department of Agriculture (USDA) SEBT program in the Bureau of Child Nutrition Programs in collaboration with the CSDE Performance Office and the Connecticut Department of Social Services (DSS).
  • This position is instrumental to the successful administration of SEBT benefits and maintaining program integrity.

Selection Plan

  • For current state employees, salary calculations are not necessarily comparable from one of the three branches of state government (i.e., Executive, Legislative, Judicial) to the other.
  • These positions will be filled in accordance with contractual language, reemployment, SEBAC, transfer, promotion and merit employment rules. PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Departments of Aging and Disability Services, Developmental Services, Education and the Office of Early Childhood this class assists in planning and executing a program for the improvement of education in the state, responsible under supervision for carrying out specific assignments of limited difficulty and scope.

EXAMPLES OF DUTIES

  • Assists in the development and administration of educational programs and services offered by the state;
  • Provides professional leadership and guidance to school authorities, professional organizations, students and various community groups and individuals;
  • May personally administer certain phases of educational program within the framework of bureau policy;
  • May assist in directing the routine functioning of the bureau;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Knowledge of the philosophy and methods of education with particular reference to the field concerned;
  • Teaching skill;
  • Ability to
    • prepare reports;
    • deal effectively with others.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

  • A Bachelor's degree and four (4) years of professional experience.
  • Department of Aging and Disability Services: A Master's degree and three (3) years of professional experience.

PREFERRED QUALIFICATIONS

  • Experience working in the National School Lunch Program  (NSLP) including determining individual income eligibility for the program.
  • Experience analyzing federal policies and regulations.
  • Experience with marketing and outreach across digital and social media with school districts or the general public.
  • Experience with Administrative Reviews or audits of the USDA School Nutrition Programs.

SPECIAL REQUIREMENTS

Incumbents in this class in certain positions may be required to possess an appropriate certificate issued by the State Board of Education.
