WHAT YOU'LL BE DOING:
- Providing oversight of the delivery of care to patients hospitalized on the GBCMHC Inpatient Service.
- Providing direct supervision of the GBCMHC Inpatient Medical Staff.
- Coordinating the preparation of the hospital for auditing bodies, such as The Joint Commission (TJC).
- Conducting inpatient clinical consultations and attending risk review meetings.
- Providing oversight in managing inpatient acuity.
- In conjunction with the Medical Director and the Director of Compliance and QI coordinating oversight of Sentinel and/or Critical Incidents.
- Working with the Medical Director and the P&T Committee oversee the formulary and non-formulary process.
- Working with the Medical Director and the Medical Executive Committee Developing, implementing and evaluating policies, procedures and protocols to enhance quality of care.
- Participating in the implementation of QA/QI process initiatives that enhance patient care.
- Participating in the credential and privileging process for all medical staff.
- Participating in the education and training of medical staff.
- Implementing and monitoring inpatient clinical care related contracts.

The Southwest Connecticut Mental Health System (SWCMHS) is a state operated, Lead Mental Health Agency (LMHA) in the greater Bridgeport area and has been in operation since 1973. SWCMHS serves the DMHAS Region 1 community of lower Fairfield County, and does that via the operation of three sites, two in Bridgeport and one in Stamford. SWCMHS provides individualized treatment to adults over the age of 18 who have behavioral health disorders who are publicly insured or are uninsured.
The SWCMHS approach integrates quality clinical services with person-centered rehabilitative programs to help consumers achieve their individualized recovery goals. Recovery is defined as a process of restoring or developing a positive and meaningful sense of identity apart from one’s condition and then rebuilding one’s life in the fullest sense. Recovery is an individualized person-centered approach. Achieving and maintaining an optimal state of health and wellness is integrated in our recovery approach. Individuals acquire and practice life skills that will assist them in their recovery process.
The array of services provided includes:
- Hospital Services division (62 beds). Patients are served in the following locations: The Co-Occurring Treatment Unit, the Psychiatric Intensive Care Unit I, and the Psychiatric Intensive Care Unit II.
- Community Services division offers ongoing community-based services providing services on a continuum of care designed to meet an individuals’ specific needs.
- Oversees contracts with 32 private-not-for-profit agencies providing residential, employment and clinical services.
- The agency employs more than 375 employees and serves approximately 3,000 consumers annually.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Mental Health and Addiction Services this class is accountable for assisting in administering agency medical, clinical and behavioral health services programs and operations within a hospital division.
EXAMPLES OF DUTIES
- Assists in administering staff and operations of a designated hospital, facility, regional medical area or behavioral health services program;
- Assists in development, implementation and evaluation of policies, goals and objectives;
- Assists in development of programs and activities including development of medical service standards and criteria;
- Implements new procedures and procedural revisions;
- Determines or assists in determination of appropriate staffing levels and directs or assists in management and coordination of staff;
- Implements performance review standards for staff;
- Maintains contact with individuals within and outside of agency who might impact programs and services;
- Administers state and federal regulations pertaining to medical and psychiatric health care programs, services and operations;
- Participates on various committees and boards;
- Leads the recruitment and hiring of staff, including outreach, interview and selection;
- May testify in court as needed;
- May conduct training;
- May be responsible for coordination of accreditation activities;
- May serve as agency liaison with external medical, behavioral health planning, advisory groups, courts and other state medical and service agencies;
- May monitor contracts with medical services vendors;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Experience in a hospital, clinic or correctional facility as a board certified physician.
Incumbents in this class must possess a license to practice medicine and surgery in Connecticut.
Incumbents in this class must possess and retain certification as a specialist in psychiatry by the American Board of Psychiatry and Neurology OR certification in the field of internal medicine, family medicine or related specialty, from an appropriate specialist board.
Incumbents in this class must possess and maintain eligibility for participation in federal health care programs as defined in 42 U.S. 1320a-7b(f).
Incumbents in this class may be required to possess and retain certification as a specialist in addictions medicine from the American Society for Addiction Medicine (ASAM).
Incumbents in this class may be required to possess and retain certification as a specialist in an area such as geriatrics, ABI/TBI, forensics, substance abuse, etc.
Incumbents in this class may be required to possess and retain a faculty appointment at either the Yale School of Medicine or the UCONN School of Medicine.
Incumbents in this class may be required to possess appropriate current licenses, certifications or permits.
Incumbents in this class may be required to be bilingual.
