The State of Connecticut, Department of Energy and Environmental Protection (DEEP) is hiring a Supervising Environmental Analyst (35 Hour) for the Emergency Response and Spill Prevention Division (ERSPD) Corrective Action Unit (CAU).

The MMCA’s Emergency Response and Spill Prevention (ERSP) Division has diverse responsibilities, including:
  1. A 24-hour statewide emergency response program that responds to hazardous materials incidents, including petroleum releases, chemical releases, and weapons of mass destruction (WMD) incidents, threats, and hoaxes;
  2. A unit that supports emergency response operations and conducts soil and groundwater investigations to identify parties responsible for spills and enforces cleanups from underground storage tanks (USTs);
  3. A unit that manages post closure activities at state-owned landfills;
  4. A unit that performs inspections, issues permits, and conducts enforcement including for USTs, PCBs, and Marine Terminals; and
  5. A unit that ensures corrective action measures are taken to address environmental contamination from releases.
This hybrid position is full-time on first shift, 35 hours per week, Monday through Friday from 8:00 AM until 4:30 PM, based out of DEEP Headquarters in Hartford, Connecticut with some potential weekend or non-standard hours work due to field conditions.

POSITION HIGHLIGHTS
The ERSP Division is seeking to hire a Supervising Environmental Analyst for the Corrective Action Unit.  The Supervising Environmental Analyst is critical to the Emergency Response and Spill Prevention Division (ERSPD) mission to protect human health and safety and the environment from releases of hazardous materials by ensuring that the various aspects of federal grant programs, including the Federal Leaking Underground Storage Tank (LUST) Trust Fund Grant (grant) and PCB PPG, are achieved.   In addition to the two funded grant programs, this position provides supervision and direction of staff overseeing the long-term soil, groundwater, surface water, sediment, building materials and other cleanup actions when releases do occur, in support of the entire ERSPD.  Some key responsibilities of the position include:
  • Supervising a section engaged in development and implementation of departmental, local or statewide environmental plans and programs;
  • Supervising staff engaged in performing evaluation of impacts from contamination, addressing exposures from contamination, and reviewing for approval investigation plans, cleanup plans, and completion reports;
  • Scheduling, assigning, training, evaluating, and determining priorities of staff reviewing investigation and cleanup/remedial actions for technical content and conformance with applicable laws and regulations such as for USTs, PCBs, and RSRs;
  • Directing administration of state and federal program budgets;
  • Serving as department representative on various regulatory and advisory boards and committees;
  • Supervising review and analysis of proposed and existing projects and legislation for environmental impact, consistency with policies and plans and economic benefits and costs.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In the Department of Energy and Environmental Protection this class is accountable for supervising a section engaged in environmental analyses and evaluations and coordinating intra- and interagency efforts in state and regional planning and policy development projects.

    In other state agencies this class is accountable for supervising a section engaged in environmental analyses and evaluations.

    EXAMPLES OF DUTIES

    • Identifies and describes state environmental goals and special problem topics; 
    • Monitors and testifies at hearings; 
    • Supervises and cooperates with consultants in project development; 
    • Serves as agency representative at public and committee hearings and conferences; 
    • May prepare enforcement actions; 
    • May serve as department representative on various regulatory and advisory boards and committees;

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Eight (8) years of experience involving technical analysis and interpretation of environmental program data or planning and implementing environmental programs.

    MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

    One (1) year of the General Experience must have been in an advanced working/working lead level capacity.

    NOTE: For state employees this experience is interpreted at the level of an Environmental Analyst 3.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

    • College training in a scientific or technical discipline related to the environmental field, including but not limited to biological, earth or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
    • A Master's degree in a scientific or technical discipline related to the environmental field including but not limited to biological, earth, or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources may be substituted for five (5) years of the General Experience.
    • NOTE: Education may only be substituted for a total of five (5) years.

    PREFERRED QUALIFICATIONS

    • Experience or college coursework in environmental science, natural resource management, chemistry, biology, geology, hydrogeology, geography, or environmental regulations;
    • Experience evaluating and interpreting chemical analytical data, drawings, plans, specifications, and maps of contamination impacting soil, sediment, surface water, groundwater, building materials, structures, wetlands, storm drains, sewers, vehicles, or improved surfaces;
    • Experience researching environmental topics and organizing and preparing final documents including technical reports and presentations;
    • Experience communicating  analytical, regulatory, scientific, technical,  geospatial, or environmental information to government agencies, stakeholders, public interest groups or to the public, verbally and in writing;
    • Experience leading a team of scientific and technical staff, including multi-tasking, organizing, prioritizing, assigning, and evaluating work;
    • Experience interpreting, enforcing, and implementing federal and state policies, regulations, and laws regarding underground storage tanks (USTs), polychlorinated biphenyls (PCBs), Marine Terminals, emerging contaminants, and cleanup requirements and standards;
    • Experience with the methods used to collect environmental samples such as soil, surface water, well, and product sampling;
    • Experience using computer software including Microsoft Office products and geographic information systems (GIS);
    • Experience developing and implementing methods or procedures to establish measurable goals and track work progress;
    • Experience with safety issues pertaining to environmental field work such as personal protective equipment (PPE);
    • Experience managing two or more workflows with competing deadlines. 

    SPECIAL REQUIREMENTS

    • Incumbents in this class may be required to travel.
    • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

    WORKING CONDITIONS

    Incumbents in this class may be exposed to some danger of injury or physical harm from on-site environments and a moderate degree of discomfort from exposure to year-round weather conditions.
