Introduction


The State of Connecticut, Department of Correction (DOC), is seeking to fill two positions for highly motivated and experienced Supervising Clinicians at Garner Correctional Institution and Manson Youth Institution.

Position highlights
In response to an increase in young population, a youthful offender mentoring program was established. Emphasis is placed on development of positive peer relationships, understanding criminal culture, substance abuse, basic life skills, employment counseling and release planning.
                
Supervising Clinicians within the correctional setting provide a range of oversight to licensed professionals providing clinical and case management functions to men entering the custody of the Department of Correction.  

The incumbent in these positions will have the opportunity to work within a clinically rich setting, with opportunities to grow leadership and management skills sets.

Additional opportunities to engage in collaborative discharge planning with external support services and research driven programming, are also encouraged and available.  

The Supervising Clinician at these Institutions work within a dynamic, multidisciplinary team comprised of social workers, psychologists, psychiatrists and APRNs, as well as medical personnel and custody staff, all sharing the common goal of providing high quality, service oriented care.

This is a full-time, 40 hours per week, second shift position. Schedule is Monday-Friday 2:00pm and 10:00pm.

The Garner Correctional Institution incarcerates both pretrial and sentenced offenders. Through proven programmatic innovation and intervention, the Garner Correctional Institution provides positive alternatives for inmates to assist in their successful reintegration into the community as productive members of society.

Care and treatment for adult male offenders with significant mental health issues throughout the Department of Correction were consolidated at this level 4 high-security facility. 

Based upon their mental health needs, offenders from throughout the system, both pretrial and sentenced, are assigned here.  The facility's staff utilizes a highly progressive mental health treatment approach. Individualized treatment plans, based upon an offender's level of functionality include extensive programming and therapy, in a group and one on one setting.  The staff at the facility, both custody and mental health, operate through an integrated team approach which insures a continuity of custody, care, treatment and control. 

The program is designed to return as many of these offenders as is possible to the ability to function in either a general population prison setting or ultimately to life in the community. 
The Manson Youth Institution is a level 4 high-security facility. It serves as the Department's primary location for housing sentenced inmates under the age of 21. Recognizing the need to educate youth, staff provide a climate, which enhances inmate social skills, while reinforcing ethics, attitude and behavior valued by productive law-abiding citizens.

The Manson Youth Institution houses male offenders ranging in age from 14 to 21 in ten separate buildings, each with three wings containing 12 cells, a day room, counselor offices and mini kitchen. As the states' only facility for male youth, it houses chronic disciplinary inmates, close custody program, mental health, high security and general population inmates who are involved in a wide variety of programs including educational, vocational and addiction services.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for providing supervision and direction of a clinical unit.

EXAMPLES OF DUTIES

Schedules, assigns and oversees work of staff; assists in developing unit goals and objectives; assists in recruitment, selection, training and development of staff; conducts performance evaluations; determines priorities and plans, coordinates and supervises unit activities; develops relationships with and acts as liaison to other operating units, agencies and outside officials, community representatives and customers; assists in mediating conflict impacting on service recipients; assists in ensuring staff ability to access and employ community resources; assists in integrating community resources into service planning and delivery; identifies barriers and assists in developing strategies and solutions for improving client care; prepares reports; may assist in developing performance standards; may prospectively review and monitor client care for clients to determine clinical necessity and effectiveness of care; may educate providers on principles of managed care and its impact on client care; may perform clinical direct care duties as needed; performs other related duties.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of professional health care experience in a psychiatric setting.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been at a lead level responsible for coordinating the work of a unit or team of professionals in a psychiatric setting.

Note: For State Employees the lead level is interpreted at the level of a Clinical Social Worker Associate for social work discipline, Head Nurse for the nursing discipline, an Associate Professional Counselor and an Associate Marriage and Family Therapist.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's Degree in a health care field related to one of the disciplines in the Special Experience may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • A DPH license as a Licensed Clinical Social Worker or Licensed Professional Counselor is strongly preferred.
  • Experience with justice involved clients is preferred.
  • Experience with crisis management and assessment of risk is preferred.
  • Experience with establishing staffing schedules, clinical and administrative supervision of a behavioral health team is strongly preferred.
  • Experience working within a bargaining unit workplace is highly preferred.

SPECIAL REQUIREMENTS

1. Incumbents in this class must possess and retain a current license as a Clinical Social Worker, a licensed Marital and Family Therapist, a licensed Professional Counselor, or as a Registered Professional Nurse in the State of Connecticut.
2. Incumbents in this class may be required to possess certification as a clinical supervisor by the Connecticut Certification Board.
3. Incumbents in this class may be required to be bilingual or fluent in American Sign Language.
4. Incumbents in this class may be required to travel.

Incumbents in this class may be required to lift and restrain clients, may have significant exposure to communicable and/or infectious diseases and risk of injury and may be exposed to strongly disagreeable conditions.
