Introduction



The Connecticut State Department of Education (CSDE) is accepting applications for an Education Consultant to provide marketing, outreach, and recruitment for the Regional School Choice Office (RSCO) within the Office of Strategic Planning and Partnerships (OSPP). 


The CSDE operates RSCO pursuant to the agreement in the landmark desegregation case, Sheff v. O’Neill, as a single point of information, application, and placement for families interested in interdistrict magnet schools, the Open Choice Program, and Connecticut Technical Education and Career System (CTECS) technical high schools in the Greater Hartford Region.

POSITION HIGHLIGHTS:

  • Monday through Friday, with occasional extended and weekend hours for recruitment events and during high demand periods in the placement process

THE ROLE: 
The ideal candidate has experience working with and supporting students and families to assist them in accessing school choice opportunities in the Greater Hartford Region, is detail oriented, possesses excellent communication skills, and has extensive experience in marketing and outreach to target populations through social media, written publications, and other recruitment platforms to increase interest from or participation by the target population. The Education Consultant role will lead marketing and outreach to families in Connecticut to inform them about interdistrict choice schools, through the RSCO School Choice Application, and support their application in furtherance of school integration. Under the direction of the RSCO Director, the Education Consultant will be responsible for:
  • Organizing and planning marketing and recruiting events, to reach prospective applicants, and inform them of their school choice options
  • Coordinating the design and implementation of informational resources through the website, social media, print publications, and videos
  • Collaborating with community organizations, districts, and school choice operators to maximize educational opportunities for Hartford-area students, reaching underrepresented populations, and furthering the goals of school integration 
  • Working with marketing vendors as the liaison to the marketing contractor, to make the best use of state resources, to attract and recruit applicants to school choice programs
  • Fostering compliance with statutory and judicial goals aimed at providing an integrated educational setting for students in the Greater Hartford Region
  • Supporting families through the application and placement process by providing application assistance, communicating their school choice options, and resolving concerns
  • Providing translation services as needed to assist families and communicate information about school choice for families and RSCO publications 
  • Performs related duties as required

The CSDE is the administrative arm of the Connecticut State Board of Education and operates the RSCO as the central office responsible for managing the application and placement system for school choice programs in the Greater Hartford Region. PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Departments of Aging and Disability Services, Education, and the Connecticut Technical Education and Career System plans and executes programs of extensive difficulty and scope for the improvement of education and services to individuals with disabilities in the State; does related work as required.

EXAMPLES OF DUTIES

Assists a Bureau Chief or Director in supervising the broad educational and/or disability programs and services offered by the State; develops and administers specific programs of major importance within the framework of policies outlined by the Bureau Chief or Director; provides professional leadership and guidance to school authorities, professional organizations, students and various community groups and individuals; may assist in preparing and administering the allocated budget, and in directing the routine functioning of the bureau.

KNOWLEDGE, SKILL AND ABILITY

Thorough knowledge of the philosophy and methods of education or the assessment and/or provision of services to individuals with disabilities with particular reference to the field concerned; teaching skill; considerable ability to deal effectively with others; considerable administrative ability; ability to prepare comprehensive written reports.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

An earned advanced degree and eight (8) years of professional experience OR in lieu thereof an equivalent combination of experience and training as approved by the appropriate Board and/or appointing authority.

PREFERRED QUALIFICATIONS

  • Experience in customer service
  • Experience designing publications using publication software
  • Experience marketing educational programs through digital platforms
  • Experience organizing educational events for the general public
  • Experience performing community outreach to assist families in accessing educational opportunities
  • Experience working with the Connecticut School Choice program 

SPECIAL REQUIREMENTS

Incumbents in this class in certain positions may be required to possess an appropriate certificate issued by the appropriate Board and/or appointing authority.
