The State of Connecticut, Department of Administrative Services (DAS), Bureau of Information Technology Solutions (DAS/BITS) is recruiting for a Director of Infrastructure Services (Information Technology Manager 4) in Hartford, CT.

This Role will supervise a diverse group of technologists and service providers, principally focused on delivery of the physical infrastructure and network supporting the State's IT needs, including the optical and traditional networks, the critical E911 and public safety data network, operation of security appliances such as firewalls, virtual private network (VPN) infrastructure, operation and maintenance of the State's data centers, and voice-over-IP (VOIP) and traditional telephony. The position expanded from supervision 29 FTE to now 62 FTE and set strategy related to these areas, though may grow significantly should statewide optimization efforts come to fruition.

In addition, the Director of Infrastructure Services will:
  • Create strategy, lead technology procurement efforts, manage service delivery, manage vendors and suppliers, design services, and maintain/operate tools to deliver (a) optical and traditional data networks; (b) critical network security appliances and related design services, including firewalls, VPNs, and IPS; (c) operate and maintain the State's data centers, including installing new equipment and making replacements; (d) manage vendor-provided fiber and data circuits, including orders and capacity management; and (e) delivery State-wide VOIP and related technology systems.
  • Participate as a senior leader in the BEST organization to create, establish, and maintain a service culture, including providing mentoring to junior leaders and staff across the organization, leading at the executive level service-related initiatives among multi-functional groups, and modeling critical cultural competencies.
  • Be a principal leader in managing agency partner relationships in and around the delivery of services, including interacting with Commissioners and their direct staff.
  • Promote and support the execution of critical security-related activities, including implementing network security directives and assisting in the incident response activities related to cyber-attacks on the State of Connecticut.

It is the DAS mission to provide efficient and effective administrative services to state agencies, departments, and other governmental entities. DAS leads procurement, information technology, human resources, and other administrative functions.

Selection Plan

PURPOSE OF JOB CLASS (NATURE OF WORK)

Within the Department of Administrative Services, Bureau of Information Technology Solutions and Centers of Information Technology Excellence, these classes are accountable for the management and direction of information systems, applications development, management and implementation of complex information technology projects implementing business and technical requirements into architectural blueprints, maintenance, computer operations and similar information technology functions including technical and support staff.

EXAMPLES OF DUTIES

  • Plans, organizes and manages all operations and activities of an information technology services unit, division, function or location; 
  • Responsible for meeting all data processing or information technology needs of the respective unit, division, function or location; 
  • Establishes priorities for systems development and information technology projects in accordance with agency requirements; 
  • Coordinates, plans and manages solution architecture projects; 
  • Directs the planning, design and implementation of complex storage solution configuration; 
  • Develops plans for future utilization information technology services in the overall agency program; 
  • Within the financial resources of the agency ensuring the development of high quality, low-cost technology solutions aligned with the needs of the State and its agencies; 
  • Aligns information technology planning with the business strategy; 
  • Leads and influences the development of standards and decisions regarding changes to systems/applications; 
  • Manages information systems activities within areas such as IT infrastructure and architecture, applications development, networks, computer operations and support;
  • Oversees information technology projects from conception to completion; 
  • Works with leadership team to maximize cross-team contributions; 
  • Leads information technology operations to ensure exceptional quality and timely response to all customer service issues; 
  • Interfaces regularly with clients/customers;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Ten (10) years of experience in computer or network administration, architecture, operations, production control, systems development, information technology analysis and planning.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Three (3) years of the General Experience must have been in a managerial capacity.

NOTE: For state employees this experience is interpreted to be at the level of an Information Technology Manager 2.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in computer science, management information systems or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree.
  • A Master’s degree in computer science, management information systems or a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Experience managing Enterprise networks of more than 500 nodes
  • Experience managing VOIP solutions of more than 10,000 endpoints
  • Experience managing 24x7 technical operations and response
  • Experience managing data center operations and relocations
