About Us
At the State of Connecticut, Office of Policy and Management (OPM), we report directly to the Governor and provide information and analysis that the Governor uses to formulate public policy for the state. We also assist state agencies and municipalities in implementing the law and public policy on behalf of the people of Connecticut. We prepare the Governor’s budget proposals; implement and monitor the execution of the enacted budget; and oversee the executive branch agencies that report to the Governor.

The Data and Policy Analytics Unit (DAPA) was established to serve as a resource for data analysis and data-related projects at the Office of Policy and Management. The DAPA unit directs and manages activities related to the collection, analysis, sharing, coordination and dissemination of data and is responsible for the development and implementation of the State Data Plan, the Open Data Portal, administration of P20 WIN, the State’s integrated data system and development of the State’s GIS Office for geospatial data. The use of data across agencies facilitates a system-wide perspective and is a critical component of Governor Lamont’s statewide performance and results agenda to implement a data-driven and informed policy agenda in state government that is user-friendly, cost-effective, data-informed, and results-driven.

The Role
This is an exciting opportunity to help executive branch agencies use data to inform state policies and programs.  Working as an Outreach and Engagement Coordinator (Lead Planning Analyst), as part of the Data and Policy Analytics unit at the Office of Policy and Management (OPM), you will serve as the administrative lead and coordinator for P20 WIN functions, including: managing data governance process, completing required forms and agreements for data requests, managing communication with existing and new agencies, developing onboarding process for agencies and staff and coordinating outreach to data requestors and data users.  This position will be the primary planner coordinating governance functions for P20 WIN for the Executive Board, Data Governing Board and any other committees or working groups.   This would entail being the primary point of contact across agencies including but not limited to the Department of Social Services, Department of Labor, UConn, Office of Early Childhood, Department of Mental Health and Addiction Services, Department of Education and other participating agencies.

This is a grant-funded, full time (40 hours per week) position, with funding committed through February 2024, conveniently located in Hartford, CT.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency, this class is accountable for acting as a working supervisor for Planning Analysts engaged in planning, monitoring and evaluating programs.

DEPARTMENTS OF CHILDREN AND FAMILIES, DEVELOPMENTAL SERVICES: This class may be used as a network planner accountable for programs and plans within a specific geographical region.

DEPARTMENT OF PUBLIC HEALTH, OFFICE OF POLICY AND MANAGEMENT: This class may be used as the primary planner accountable for a large statewide planning effort coordinating work activities of state, regional or municipal agencies and resolving interagency policy issues.

EXAMPLES OF DUTIES

Duties of the position shall include, but not be limited to, the following:
  • Manage and coordinate governance functions for P20 WIN for the Executive Board, Data Governing Board and any other committees or working groups;
  • Manage and coordinate the data request process for P20 WIN;
  • Develop and complete required forms and agreements for data requests, including data sharing agreements, confidentiality agreements and data destruction forms; 
  • Report progress on P20 WIN data requests, policy development and impact of data sharing efforts;
  • Identify areas for process improvements in governance, data request management, onboarding and other aspects of P20 WIN system operation;
  • Develop and implement plans for community engagement for P20 WIN through a Resident Advisory Board; 
  • Coordinate onboarding for new agencies to P20 WIN;
  • Participate in cross-agency efforts related to interagency data sharing at the direction of OPM, such as the 2-Generational Advisory Board, Reaching Home, Connecticut Fatherhood Initiative;
  • Monitor changes in state and federal and regulatory policy and reporting requirements related to interagency data sharing; 
  • Develop and implement P20 WIN and agency policies and procedures, including for privacy, security and confidentiality, and ethical and equitable use of data;
  • Serve as liaison and point of contact for data sharing projects between agency staff and external stakeholders, such as researchers, evaluators, nonprofits, funders and policymakers;
  • Attend regular meetings with P20 WIN agencies and provide updates, presentations and other materials, as warranted; and
  • Analyze, interpret and prepare data in a variety of ways as part of P20 WIN data requests, including in reports, presentations and dashboards.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of relevant agency policies and procedures; considerable knowledge of principles and practices of state and regional planning and techniques; knowledge of relevant state and federal laws, statutes and regulations; considerable interpersonal skills; oral and written communication skills; considerable ability to analyze policy; ability to interpret and evaluate research data; ability to utilize computer software; some supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of experience in planning including developing written long term plans broad in scope and having impact on a number of operations.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in planning at the level of Planning Analyst.

Note: Planning is defined as collecting and analyzing technical data (social, environmental, economic, governmental), determining problems and concerns and developing long term plans accordingly. These are formal, written plans, i.e. statements of goals and objectives, recommended alternatives for action and policies and programs to achieve the goals and objectives. Generally, these plans will impact statewide activities or a large scale corporation which has branch or satellite facilities. Candidates must perform these types of planning duties the majority of time and the planning function must be the major thrust of the job.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in planning, public administration or a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Experience in state, municipal or federal government;
  • Experience with state longitudinal data systems, including policies, procedures and processes for data governance, especially for education, public health, and human services data;
  • Experience working with applied researchers, evaluators, nonprofits and others to understand data and research needs; 
  • Experience developing planning documents and standardized and repeatable procedures to improve cross-agency data management;
  • Experience with project management, including grant reporting and developing sustainability plans; 
  • Experience guiding and managing public meetings, including public meeting requirements and the relevant bylaws and procedures; 
  • Experience with community engagement, including procedures for training, organizing and compensating community members; 
  • Experience with the development of presentations, reports or dashboards to present key findings and information to a diverse set of stakeholders, including agency leadership;
  • Experience participating in and representing agency interests in multi-stakeholder collaborative efforts; 
  • Experience working in a fast-paced environment; and
  • Experience with compliance for policies, procedures and processes for safe, ethical and secure use of data.
