The State of Connecticut, Department of Administrative Services (DAS), is now accepting applications for an exciting role as a Human Resources Generalist Trainee (Leadership Associate-Confidential) opportunity, supporting the Human Resources Unit within the Department of Energy & Environmental Protection (DEEP) in Hartford, CT. This role is a classification designed to provide training and experience with the goal of independently performing the full functions of a managerial Human Resources Generalist 1

As a HR Generalist Trainee you will be accountable for providing onsite agency human resources support, including but not limited to, recruitment, new employee onboarding and general state HR administration. Your impact is crucial to the Human Resources function as you will participate in programs that directly impact the health, safety, and wellbeing of the agency’s workforce.      

Additionally you'll be responsible for the following duties: 
  • Assist in various areas of the recruitment process, including clearing of mandatory lists, interviewing, selection, and on-boarding hires.
  • Conduct agency-specific human resources work dedicated to the hiring and onboarding of new employees, as well as the confirming and tracking of required education or licensure.
  • Assist in advising agency staff on human resources policies and procedures, proper organizational structure and use of appropriate job classifications, talent needs, to include but not limited to advising on the availability and expiration of eligible lists, etc.
  • Partner with DAS service delivery teams and specialized units to appropriately deliver solutions for agency human resources needs.
  • Assist in making recommendations regarding agency’s classification. and position management transactions and ensures proper organizational structure.
  • Assist in ensuring compliance with applicable state and federal laws, regulations, policies, and procedures.
  • Advise employees on matters related to employment, career development, transfer, separation, recruitment, examinations, and/or compensation.
  • Upon approval, facilitate human resource transactions, including promotions, demotions, transfers.
  • Communicate with agency managers, bargaining unit representatives and other interested parties to ensure cooperative relationships
  • Maintain human resource information systems within assigned agency.
  • Perform research in support of reclassification grievances, business rules questions, policy and legislative changes, training initiatives and other human resources initiatives and projects.
  • Utilize time management and organizational skills, while managing multiple priorities to meet competing deadline. 
  • Achieve results in a fast-paced, high-volume environment.
  • Creative thinking, taking the initiative and thinking of new ideas. 
  • Work independently and as a team.  
  • Develop and maintain working relationships with Human Resources Business Partners and DAS Human Resources teams as well as other duties as assigned.
Position Highlights:
  • Full-time, 40 hours per week
  • Monday through Friday schedule
  • First shift, 8 am to 5 pm
  • Hybrid role, combination of telework and on-site
  • Our office is centrally located in Hartford, CT (79 Elm Street) with easy access to all major highways

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency incumbents in this class participate in a formal development program designed to provide the necessary knowledge and skills to qualify for appointment to a designated managerial or professional confidential class assigned to the MP Pay Plan.

EXAMPLES OF DUTIES

Participates in a formal development program designed to develop the knowledge and skills needed in order to qualify for appointment and advancement to a designated managerial or professional/ confidential class; performs/learns the duties of the designated function; performs/learns leadership skills and develops leadership traits; prepares program progress reports; attends managerial meetings germane to designated function; prepares and gives presentations; assists in major projects; participates in budget preparation and management; attends formal training courses; may lead special projects; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable oral and written communication skills; interpersonal skills; considerable ability to understand and apply state and federal laws, statutes and regulations; considerable ability to analyze and solve problems; considerable ability to effect and manage change; considerable ability to plan for and implement excellent customer service; considerable ability to learn a new knowledge base in functional area; considerable ability to learn and apply policy and procedure; managerial aptitude.

MINIMUM QUALIFICATIONS

Candidates must be able to meet the experience and training requirements of the designated class at the completion of the development program.

PREFERRED QUALIFICATIONS

  • Bachelor’s degree or higher to be conferred by starting date.
  • Experience working with an Applicant Tracking System (ATS). 
  • Experience with Microsoft Office, including Word, Excel, Teams.
  • Experience working on more than one assignment at the same time and meeting deadlines.
  • Experience maintaining employee records using a Human Resources Information Systems (HRIS).
  • Experience providing customer service in Human Resources within a union environment.

SPECIAL REQUIREMENTS

1. Prior to appointment to this class there must be an approved managerial or professional confidential designated class identified to which the incumbent will be appointed upon successful completion of an approved development program. Incumbents in this class must meet the experience and training requirements of the identified designated class at the end of the development program.
2. The work schedule for this classification is full-time. Incumbents must work a full-time forty (40) hours per week schedule.
3. Incumbents in this class will be eligible for reclassification to the designated class without competitive examination upon successful completion of the development program and satisfactory service. The length of the development program should be designed around the requirements of the designated class and the prior experience of the incumbent but in no case should be less than one (1) year or exceed three (3) calendar years in accordance with C.G.S. 5-234.
4. All appointments to this class shall be under terms of an approved development program and in accordance with a time schedule approved by the Department of Administrative Services.
5. No additional working test period shall be required upon successful completion of the development program.
