ABOUT US

At the State of Connecticut, DEEP, we are dedicated to conserving, improving and protecting our natural resources and the environment. Particularly within LAM, we are focused on balancing the use of DEEP property with the myriad of important resources that they protect and provide for the public.

YOUR ROLE

This position will provide critical leadership with property management issues associated with protecting the 260,000 acres of open space that DEEP currently holds including requests for the use of state land and resolution of encroachments on state land.

The individual in this position will be the lead analyst for all property management project reviews. The work associated with this position is different every day, creating new and exciting opportunities to collaborate and expand one’s knowledge.

Additionally, this position will coordinate and administer State and/or Federal grant opportunities for internal and external projects. The grant coordination and administration portion of this position creates tangible connections to on the ground projects that allow one to see results in real time.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection this class is accountable for acting as a working lead and/or for performing the most complex tasks in the technical review and analysis of environmental program data and issues within the environmental field, developing recommended actions and programs and implementing policy and program decisions.

In other state agencies this class is accountable for acting as a working lead and/or for performing the most complex tasks in the technical review and analysis of environmental program data and issues, developing recommended actions and programs and implementing policy and program decisions.

EXAMPLES OF DUTIES

WORKING LEAD: As assigned by the supervisor distributes, prioritizes, assigns and reviews unit work; provides staff training and assistance; conducts or assists in conducting performance evaluations; acts as liaison with operating units, agencies, consultant staff and other outside officials regarding unit policies and procedures; recommends policies and standards; prepares reports and correspondence; performs related duties as required.

ADVANCED WORKING LEVEL: Conducts specialized planning, research, inventory, environmental quality and natural resource studies; provides technical assistance in identifying state resources, planning and implementing natural resource education programs and formulating environmental policies and management practices; designs elements to be included in plan; develops programs and regulations to implement environmental policy; serves as program coordinator; reviews and analyzes proposed legislation or projects for consistency with policies, plans and statutes; designs and conducts site investigations; prepares environmental impact statements and recommends corrective actions and alternatives; coordinates permit, monitoring and enforcement activities; reviews and coordinates grants programs; reviews and makes recommendations regarding permit and registration requests; serves as department representative on various regulatory and advisory boards and committees; prepares informational and educational materials, grant applications, legal documents, budget information and review and enforcement reports; oversees development and preparation of publications and guidelines on environmental protection, natural resource education and other issues; serves as agency program coordinator; monitors and testifies at public hearings; serves as a legislative liaison; makes recommendations on policies or standards; prepares reports and correspondence; leads lower level staff on assigned projects; performs related duties as required.

  • Conducts specialized historical, land records, GIS and natural resource investigations;
  • Provides technical assistance for municipalities, federal agencies and private entities requesting use of state land;
  • Formulates environmental policies and management practices in conjunction with other agency departments;
  • Serves as program coordinator for all property management projects;
  • Reviews and analyzes proposed legislation or projects for consistency with policies, plans and statutes;
  • Designs and conducts site investigations;
  • Coordinates state and federal grants programs;
  • Prepares grant applications, legal documents and budget information;
  • Makes recommendations on policies or standards within the Land Acquisition and Management Office;
  • Prepares reports and correspondence with various individuals and entities;
  • Leads lower-level staff on assigned projects;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of principles and practices in fields relative to environmental protection; considerable knowledge of principles and practices of environmental and policy analysis; considerable knowledge of environmental program planning principles and practices; knowledge of local, state and federal laws, statutes, regulations and policies pertaining to environmental protection; knowledge of statistics; considerable oral and written communication skills; interpersonal skills; research and organizational skills; ability to understand and interpret legislation and technical data; ability to utilize computer software; some supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of experience involving technical analysis and interpretation of environmental program data or planning and implementing environmental programs.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in a scientific or technical discipline related to the environmental field including but not limited to biological, earth, or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in a scientific or technical discipline related to the environmental field including but not limited to biological, earth or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources may be substituted for five (5) years of the General Experience.
Note: Education may only be substituted for a total of five (5) years.
3. For State Employees one (1) year of experience as an Environmental Analyst 2 or two (2) years of experience as an Environmental Analyst 1 may be substituted for the General Experience.

PREFERRED QUALIFICATIONS

  • Experience with project management that includes confidential communications or negotiations;
  • Experience managing competing priorities while meeting project deadlines;
  • Experience communicating empirical, regulatory or policy information to internal and external stakeholders;
  • Experience administering or applying for grants;
  • Experience developing or implementing policies and new approaches that address property, environmental, or natural resource challenges;
  • Experience performing land records research and interpreting legal documents, appraisals, maps and engineering plans;
  • Experience preparing easements, licenses, leases or deeds;
  • Experience navigating legal, political and financial project implications;
  • Experience working with Microsoft Office suite.

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to travel.
2. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

WORKING CONDITIONS

Incumbents in this class may be exposed to some danger of injury or physical harm from on site environments and a moderate degree of discomfort from exposure to year round weather conditions.
