THE ROLE:
The State of Connecticut, Department of Mental Health and Addiction Services (DMHAS) is currently seeking a qualified and experienced individual for the position of Behavioral Health Clinical Director to join their team.  This role reports to the Chief Operating Officer serving in the capacity of lead clinical/hospital administrator in providing key clinical support functions of a large, complex, urban community mental health center that provides both inpatient and outpatient services.  This role will also serve as the center-wide compliance officer in ensuring that the facility meets all legal, regulatory, and ethical requirements and standards.

POSITION HIGHLIGHTS:

  • SCHEDULE: Full-Time, 40 hours weekly, 8:30 a.m. to 5:00 p.m., Monday through Friday

This role is responsible for management and direction of critically important functions including, but not limited to: 
  • Patient Assistance and Patient Money Management Programs,
  • Admission and registration of all patients,
  • Utilization and center-wide performance improvement, 
  • Inpatient, outpatient and research pharmacy,
  • Administrative support services for all clinical programs,
  • Diagnostic laboratory and therapeutic radiology services,
  • Primary care and food/nutrition services,
  • Patient care billing,
  • Joint Commission accreditation and Centers for Medicare and Medicaid Services (CMS) certification,
  • Data quality management and reporting.

THE FACILITY: CMHC is an urban community mental health center with an exceptional 50-year tradition of serving individuals with serious mental illness and/or addiction.  Founded in 1966, CMHC is a partnership between DHMAS and the Yale Department of Psychiatry. CMHC is nationally recognized for its scientific research into the causes and treatment of mental illness and addiction.  The Abraham Ribicoff Research Facilities include multiple research programs in a variety of areas.  CMHC is also a major training site for individuals pursuing careers in mental health fields including psychiatry, psychology, social work, nursing and pastoral care.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Departments of Correction and Mental Health and Addiction Services this class is accountable for directing multiple clinical programs in a facility or Local Mental Health Authority or directing statewide clinical support services and programs in the Central Office.

EXAMPLES OF DUTIES

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

A Master's degree in a clinical discipline, public health administration, health care administration or hospital administration and six (6) years of professional experience in behavioral health care.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a managerial or supervisory capacity directing clinical operations or the delivery of behavioral health care services including the supervision of professional behavioral health care staff.  

NOTE: For State Employees, this is at the level of Behavioral Health Clinical Supervisor.

PREFERRED QUALIFICATIONS

  • Experience in directing compliance programs and activities including, but not limited to, auditing, billing, education and training, risk analysis, and HIPPA investigations. 
  • Experience in the coordination and preparation for the accreditation of hospitals and other regulatory accreditation bodies similar to The Joint Commission.

SPECIAL REQUIREMENTS

Incumbents in this class must maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse, psychologist or alcohol and drug counselor.
