The State of Connecticut, Department of Aging and Disability (ADS) is seeking a qualified individual for the position of Associate Research Analyst to join their team. This position will be located within the State Unit on Aging (SUA). Our ideal candidate is a self-starting individual who is able to work both independently and in a team-oriented environment. In addition, our ideal candidate shall demonstrate logical judgement, be detail oriented, and have the ability to think globally.

WHAT YOU'LL BE DOING:
  • Overseeing all required Management Information Systems (MIS) work for the SUA, including statewide data collection, analysis, reporting, and evaluation, as well as technical support and training
  • Preparing and submitting the annual State Program Report to the federal Administration for Community Living. 
  • Ensuring that the SUA meets accurate data submission requirements and deadlines
  • Developing and implementing data collection tools including using survey methodologies
  • Providing statistical and data analysis and the evaluation of qualitative and quantitative data
  • Writing formal reports including instructional, analytical, and government reports
  • Providing technical support, oral presentations, and training to staff and contractors for their data collection and reporting
  • Extracting, applying, and analyzing data from multiple data sources including the Census Bureau and American Community Survey data to identify population needs for the State Plan on Aging and grant applications

ADS offers a myriad of programs and services to assist older adults and people with disabilities. Our programs, policies and practices are designed to: deliver integrated aging and disability services responsive to the needs of Connecticut citizens; provide leadership on aging and disability issues statewide; provide and coordinate aging and disability programs and services in the areas of employment, education, independent living, accessibility and advocacy; advocate for the rights of Connecticut residents with disabilities and older adults; and serve as a resource on aging and disability issues at the state level. 

The SUA ensures that Connecticut’s elders have access to the supportive services necessary to live with dignity, security, and independence. The unit is responsible for planning, developing, and administering a comprehensive and integrated service delivery system for older persons in Connecticut. To accomplish this, the unit conducts needs assessments, surveys methods of service administration, evaluates and monitors such services, maintains information and referral services, and develops, coordinates, and/or collaborates with other appropriate agencies to provide services. More specifically, the unit administers Older Americans Act programs for supportive services, in-home services, and congregate and home-delivered meals.  It also administers programs that provide senior community employment, health insurance counseling, and respite care for caregivers.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency, this class is accountable for performing the most complex tasks in the development and implementation of research projects.

EXAMPLES OF DUTIES

Performs most complex duties in area of research design and implementation; develops and conducts formal research methodologies and procedures and analyzes and evaluates data; designs data collection forms and develops procedures; performs complex statistical analysis; prepares comprehensive narrative and statistical reports; may prepare special reports for agency officials in response to inquiries from legislature or the public; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of research methods and techniques; considerable knowledge of principles, concepts and methods of statistical analysis; knowledge of agency related policies and procedures as related to research; considerable oral and written communication skills; interpersonal skills; considerable ability to analyze data; ability to develop programs and use prepackaged computer programs to perform data analysis.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of professional experience in research, data analysis or economics.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been conducting research at the level of Research Analyst.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  2. A Master's degree in economics, statistics or a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Experience with creating and administering a database
  • Experience with developing and implementing data collection tools including utilizing survey methodologies
  • Experience with data analysis of qualitative and quantitative data
  • Experience with extracting and analyzing data from multiple sources including Census data
  • Experience presenting data orally and in written formal reports including instructional and government reports
