The State of ConnecticutOffice of the State Comptroller (OSC), is an agency whose mission is to provide accounting and financial services, to administer employee and retiree benefits, to develop accounting policy and exercise accounting oversight, and to prepare financial reports for the state, federal and municipal governments and the public. We are recruiting for a full-time ERP Financials Business Specialist within the Core-CT division.

THE ROLE:

This position is within the Core-CT Division to support the Enterprise Performance Management (EPM) module, and is responsible for:
  • Providing customer support to users; 
  • Troubleshooting and resolving medium to complex issues; 
  • Assisting Team Lead with testing and validating solutions; 
  • Gathering of requirements and documentation; 
  • Documenting and understanding business processes; 
  • Interpreting, understanding and learning system processes; 
  • Assisting in implementation and validation of system upgrades and/or bugs and fixes; 
  • Reviewing impacts to processes and procedures based upon system upgrades; 
  • Developing and troubleshooting reports, analytics, queries, spreadsheets, and documents; 
  • Analyzing requirements and business processes and be able to turn these into technical documentation; 
  • Developing documents, presentations and execution of training; and, 
  • Participating in system activities as needed.

Selection Plan

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Administrative Services or Office of the State Comptroller this class is accountable for functioning as a specialist assigned to professional level statewide Core-CT Enterprise Resource Planning fiscal functions including integrated financials, supply chain management or enterprise services automation modules or an assigned integrated financials support area.

EXAMPLES OF DUTIES

Performs specialized duties relating to assigned ERP module; troubleshoots and resolves complex problems; conveys technical information to agency user and communicates with technical teams; promotes understanding of relevant issues; determines and understands business and project requirements; develops solutions for agency issues within parameters of systems; identifies gaps and risks within project elements; conducts task analysis; performs cost/ benefit analysis; maps processes to meet business needs, evaluating and redefining processes; communicates difficult or complex issues and resolutions clearly and effectively to staff and agency users; oversees development of training programs that are applicable to assigned module; determines and addresses training gaps; develops comprehensive reports; participates in module and cross-module team meetings; develops or assists in development of procedures and documentation relating to assigned modules including creation and revisions to job aids; makes presentations; provides staff training and assistance; conducts or assists in conducting performance evaluations; may assign and review work; may participate in module project audit tasks; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of Peoplesoft or ERP (system) integrated module knowledge; considerable knowledge of principles and practices of public administration, governmental budget management and accounting including project costing; considerable knowledge of the integration of modules; knowledge of grants and contract preparation and administration; knowledge of purchasing principles and procedures; knowledge of asset management; knowledge of and ability to map business processes; knowledge of and ability to utilize programming logic, validation testing, script writing, SQL and other troubleshooting software; considerable analytical and problem solving skills; considerable interpersonal skills; considerable oral and written communication skills; considerable ability to prepare and analyze financial documents and reports; considerable ability to understand how the application does or does not support the State’s business process; considerable ability to identify, analyze and resolve highly complex business problems; ability to utilize Enterprise Resource Planning systems for financial management; ability to conduct task analysis; ability to gather technical information and effectively communicate to the appropriate source; ability to train and make presentations; some supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of professional experience as a business analyst operating within financial systems.
Business analyst is defined as serving as a liaison between business units, technology and support teams interpreting the business needs of an organization and translating into application and operational requirements.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a professional capacity independently performing a full range of tasks in support of a specific module(s) within an integrated financials Enterprise Resource Planning system.
NOTE: For State Employees this is interpreted at the level of ERP Financials Business Analyst.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in business administration, accounting, finance, public administration or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in public administration, business administration or accounting may be substituted for one (1) additional year of the General Experience.
3. For state employees, two (2) years as an ERP Financials Business Analyst may be substituted for the General and Special Experience.

PREFERRED QUALIFICATIONS

  • Experience with Core-CT EPM
  • Experience with Core-CT HR and Financial Modules, with an emphasis on HR modules
  • Understanding of State Human Resources Practices and Procedures
  • Understanding of State Accounting Principles and Policies 
  • Experience with data reporting and data analytics
  • General experience with database and SQL 
  • Excellent verbal and written communication skills
  • Detail-oriented
  • Experience working independently and/or in a team atmosphere
  • Experience listening to, interpreting, and documenting requirements/business needs
  • Experience analyzing and reviewing business processes, with an emphasis on Human Resources
  • Experience searching, editing and writing queries using Core-CT Query Manager
