The State of Connecticut, Department of Energy and Environmental Protection (DEEPis seeking a Seasonal Resource Assistant to support our Office of Legal Counsel. As a Seasonal Attorney with the Office of Legal Counsel, you will gain valuable experience in state government, legislative and regulatory processes, and environmental and energy law and policy, as well as administrative law. You will support the agency’s diverse objectives and work closely with personnel within the Office of the Commissioner, to include the legal, legislative and adjudicative teams, by reviewing, drafting, and interpreting legislation, regulations and agency policies; conducting legal research and memorializing findings and conclusions in legal memoranda; and providing assistance concerning declaratory rulings, permits, enforcement orders, final decisions, contracts, litigation, ethics, and open records matters. 
 
POSITION HIGHLIGHTS

Anticipated Duration: Through the end of the legislative session, which runs through June 7th. There may be an opportunity to extend employment beyond that date, depending on available work and the agency’s ability to hire permanent legal personnel through pending and anticipated recruitments.

Schedule: Full time, up to 40 hours per week.

Salary: Depends on relevant education and/or experience. There are no benefits with this position.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection, as a limited duration employee, performs one or more of a variety of tasks and assigned duties of a seasonal nature.

EXAMPLES OF DUTIES

  • Performing legal research and writing, such as interpreting statutes, regulations, policies and case law under the guidance of agency attorneys; 
  • Drafting, reviewing and interpreting legislative proposals, regulations and agency policies under the guidance of agency attorneys; 
  • Providing support on matters such as declaratory rulings, permits, orders, final decisions contracts, litigation, ethics and open records under the guidance of agency attorneys; 
  • Reviewing records and consulting with legal staff regarding next steps;
  • Attending internal and external meetings upon request; and
  • Preparing internal and external correspondence under guidance of legal staff.

KNOWLEDGE, SKILL AND ABILITY

Ability to follow instructions.

PREFERRED QUALIFICATIONS

  • Licensed to practice law in CT.
