POSITION HIGHLIGHTS

We are hiring at the following locations: 

Both available positions are full-time (35 hours per week) and offered on a second shift schedule 2:00 PM - 9:00 PM, Monday through Friday. 

YOUR ROLE 

Correctional nursing is the delivery of evidence-based nursing to protect, promote, and optimize health and abilities; prevent illness and injury; facilitate healing; alleviate suffering through the diagnosis and treatment of human response with care and respect; and advocate for individuals, families, groups, communities, and populations under the jurisdiction of the justice system. This is a Hazardous Duty Position.

In this essential role as a Supervising Nurse for the CT DOC Health Services Unit you will: 

  • Plan, organize and direct the overall nursing services operations for the state correctional facility;
  • Plan, assign and direct the work of nursing staff;
  • Develop and implement nursing policies and procedures to ensure effective compliance with all physical and mental health nursing standards and operating procedures; 
  • Act as a liaison for the Director of Nursing Services at the facility level for all mental and physical health nursing services at each facility;
  • Participate in governance, managerial, medical staff and other clinical leaders in decision making structures and processes of the CT DOC Health Services Unit.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In a correctional facility this class is accountable for supervising nursing staff engaged in professional nursing activities.

    EXAMPLES OF DUTIES

    Participates in the recruitment of nursing staff; coordinates the nursing services with the work of other departments within the institution; assesses training needs and plans and conducts in-service training programs for nursing staff; collaborates with physicians and other health care providers; conducts hiring interviews, makes hiring selections, and evaluates the performance of nursing staff; prepares performance evaluations and takes or recommends appropriate actions; is responsible for infection control, safety, and cleanliness in Nursing Services area; reviews records and reports prepared by nursing staff for accuracy, timeliness, and completeness; serves on appropriate health care committees and other institutional committees; participates in the development of the health services' and institution's budget; maintains and prepares other records and reports; inventories and procures medical supplies and equipment; and plans and conducts nursing staff committees.

    Specific duties include: 
    • Plans, organizes, and directs the overall nursing services operations for a State correctional facility;
    • Plans, assigns, and directs the work of nursing staff;
    • Ensures nursing duties are assigned within the scope of the Nurse Practice Act;
    • Ensures the qualifications and current licensure of nursing staff on an on-going basis;
    • Ensures sufficient number of qualified nursing staff are on duty to provide adequate patient care;
    • Ensures the provision of quality nursing care including audits and quality reviews;
    • Develops and implements nursing services policies and procedures;
    • Implements nursing policies/procedures to insure effective compliance with all physical and mental health nursing standards and operating procedures; 
    • Instructs staff regarding completion and adherence to SOPs;
    • Facilitates Medical/Security interface to ensure compliance with SOPs;
    • Acts as a liaison for the Director of Nursing Services at the facility level for all mental and physical health nursing services at each facility;
    • Participate with governance, managerial, medical staff and other clinical leaders in decision making structures and processes of the CT DOC HSU;
    • Review any nursing related compliance/incident reports, trends or summaries on a monthly basis or as reported;
    • Travel to any CT Department of Corrections facility to assist with orientation, training, evaluation and corrective action associated with clinical or administrative nursing issues, program reviews, accreditation reviews or other internal or external reviews as identified by CT DOC HSU management;
    • Provide oversight/management of nursing programs, policies or procedures;
    • Validating the patient care delivery models ensuring clinical and staffing standards for mental and physical health nursing practice that are consistent with current evidence-based research and professional standards to align with the mission, vision and values of the organization;
    • Ensure continuity and standardization of mental and physical health nursing care across the organization.

    KNOWLEDGE, SKILL AND ABILITY

    Considerable knowledge of and ability to apply nursing principles, clinical therapeutic models, and standards of nursing; considerable knowledge of specialized inmate care; considerable knowledge of current medications, their actions, interactions, uses and side effects; considerable knowledge of and sensitivity to cultural and socio-economic differences; knowledge of management and administrative principles and human resource development strategies; considerable interpersonal skills; considerable oral and written communication skills; considerable ability to establish and maintain collaborative relationships with other professionals; considerable ability to encourage and facilitate cooperation, pride, trust and group identity to foster commitment and team work; considerable ability to provide leadership and guidance in developing and maintaining nursing standards and enhancing health care systems for the delivery of essential services; considerable ability to respond to crises’ and emergencies; considerable ability to use professional judgment to identify areas for improvement and participate in development of quality initiatives; supervisory ability.

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Four (4) years of experience as a Registered Professional Nurse.

    MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

    Two (2) years of General Experience must have been at the level of a Head Nurse, Head Nurse (Correctional Facility), Forensic Head Nurse or Clinical Nurse Coordinator.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

    1. A Bachelor’s degree in nursing may be substituted for one (1) year of the General Experience.
    2. A Master's degree in nursing may be substituted for one (1) additional year of the General Experience.

    PREFERRED QUALIFICATIONS

    • Experience working as a supervisor;
    • Experience in an emergency room environment;
    • Experience in a medical surgery environment;
    • Experience in a forensic or correctional environment. 

    SPECIAL REQUIREMENTS

    1. Candidates may be required to have experience working with adolescents or in women's health or mental health care.
    2. Incumbents in this class must possess and retain a current license or temporary permit as a Registered Professional Nurse in Connecticut.
    3. Incumbents in this class may be required to be fluent in a foreign language or proficient in the use of the American Sign Language in certain designated positions.
    4. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
    5. Incumbents in this class may be required to travel.

    CHARACTER REQUIREMENTS

    In addition to the checking of references and of facts stated in the application, a thorough background investigation of each candidate may be made before persons are certified for permanent appointment.

    PHYSICAL REQUIREMENTS

    Candidates must be in good general health; candidates must have and retain sufficient stamina, agility, and visual and auditory acuity necessary to perform all duties of the class. Applicants are required to pass a physical examination.

    WORKING CONDITIONS

    Incumbents in this class may be required to lift and restrain inmates; may have some exposure to communicable/infectious diseases and to risk of injury from assaultive/abusive inmates; may be exposed to disagreeable conditions.
