This hybrid position is full-time on first shift, 40 hours per week, Monday through Friday and is based out of our New Britain, Connecticut location.

ROLE HIGHLIGHTS
As part of BETP, you will work with a team on a number of complex projects related to energy, decarbonization, and broadband policy and program implementation.  You will be assigned projects to support policy and program development across subject matter areas within the Bureau. This will give you broad exposure while developing expertise in areas of focus. You may be assigned to work in areas such as:
  • Energy efficiency;
  • Zero carbon energy generation;
  • Regional coordination of energy issues;
  • Weatherization;
  • Deploying comprehensive clean energy and broadband resources in coordination with municipalities and other state entities. 
In all areas, equitable policy and program design and inclusive processes for public input are prioritized. BETP is a collaborative work environment with a team-based approach to most projects. You will also lead or contribute to research, writing, and public engagement projects that increase in complexity over time as you develop your skills and experience based on training and feedback from supervisors and managers.

As part of BETP, you will work within one of its four offices, all of which are in New Britain. The office to which you are assigned will be determined by the agency and can change depending upon business needs. You may also be assigned to projects with work across all offices in BETP. In all areas, equitable policy and program design and inclusive processes for public input are prioritized.

The Office of Energy Supply and Infrastructure (OESI) 
OESI is responsible for developing policy related to renewable energy, conducting procurements for renewable energy to meet our state’s zero carbon electric grid goal, and implementing programs related to grid resilience and energy supply decarbonization.

The Office of Building and Transportation Decarbonization (OBTD) 
OBTD works to research opportunities, challenges, and technologies that inform equitable and inclusive policy development centered around decarbonizing the building and transportation sectors. In addition, staff help advance the impact of equitable statewide energy efficiency investment and accelerate the transition of residential, commercial, and transportation sectors from fossil fuels to low-carbon alternatives.

The Office of Affordable Housing and Energy Retrofits (OAHER) 
OAHER designs and administers programs that reduce the energy burden of low- and moderate -income households through weatherization, decarbonization, and health and safety barriers remediation. With a specific focus on disadvantaged communities, OAHER targets emissions reduction goals in the affordable housing sector through participatory and inclusionary practices that improve the public health and wellness of vulnerable communities.

The Office of Telecommunications and Broadband (OTB)
OTB is focused on developing equitable policies and programs to bring the economic and social benefits of broadband access to the residents and businesses of Connecticut. Specifically, OTB works to ensure the universal availability and accessibility of high quality, affordable telecommunications services to all residents and businesses in the state.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency, this class is accountable for performing the most complex tasks in the development and implementation of research projects.

EXAMPLES OF DUTIES

Performs most complex duties in area of research design and implementation; develops and conducts formal research methodologies and procedures and analyzes and evaluates data; designs data collection forms and develops procedures; performs complex statistical analysis; prepares comprehensive narrative and statistical reports; may prepare special reports for agency officials in response to inquiries from legislature or the public; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of research methods and techniques; considerable knowledge of principles, concepts and methods of statistical analysis; knowledge of agency related policies and procedures as related to research; considerable oral and written communication skills; interpersonal skills; considerable ability to analyze data; ability to develop programs and use prepackaged computer programs to perform data analysis.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of professional experience in research, data analysis or economics.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been conducting research at the level of Research Analyst.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  2. A Master's degree in economics, statistics or a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Experience interacting with and explaining information to internal and external stakeholders using oral and written communications, both digitally and in person;
  • Experience with research design and implementation, including developing formal research methodologies, analyzing data, designing collection forms, performing statistical analysis, and preparing reports;
  • Experience writing technical reports, white papers, position papers, policy papers, or academic articles that provide conclusions or recommendations supported by documented evidence;
  • Experience designing and conducting quantitative and qualitative analysis and synthesizing results to develop recommendations for actional use;
  • Experience working both independently and collaborating with a team to manage two or more projects simultaneously while adhering to deadlines;
  • Experience using Microsoft Office 365 applications;
  • Experience coordinating federal or state program applications, deployment, reporting and administration;
  • Experience in one or more of the following disciplines: energy or utility policy or program implementation, renewable energy, energy infrastructure, energy efficiency, building decarbonization, transportation decarbonization, affordable housing development; broadband or telecommunications infrastructure, climate change mitigation, engineering, finance, economics, urban planning, or environmental science.
