The State of Connecticut, Department of Transportation (DOT), is now accepting applications for an exciting Transportation Planner 2 role, to join our AEC (Architectural, Engineering Construction) Applications team located at our headquarters in Newington, CT

THE ROLE: The AEC Applications Unit is responsible for technology and developing efficient business processes for the Bureau of Engineering and Construction.  In this position you will be part of a team that includes Engineers and Planners developing data management and analytical tools along with data visualization services for the Bureau of Engineering and Construction.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation and the Connecticut Airport Authority this class is accountable for acting as a working lead and/or for performing the most complex tasks in transportation planning studies, programs and related activities.

EXAMPLES OF DUTIES

  • Collaborate with other bureau representatives, the TED (Transportation Enterprise Database) team, IT, and the DOT Enterprise GIS (EGIS) unit to identify opportunities to develop data access products and management solutions for the Bureau of Engineering and Construction (BOEC). 
  • Configure commercial off the shelf (COTS) tools from Esri, VertiGIS, Microsoft, Safe, and others to help meet the data management, visualization, and analysis needs of the BOEC.   
  • Work with data stakeholders, leveraging data visualization and analysis tools to advance business intelligence and timely knowledge transfer for teams. 
  • Analyze data, derive insights, formulate conclusions, and present results to business stakeholders.
  • Examine data sets to determine the best analysis plan to address key business questions; identifying opportunities for improvements in data collection, validation, maintenance and access for data owners, stewards, and custodians.  
  • Collaborate with data owners, stewards, and custodians to assess data maturity and identify data needs related to improving the uniformity, completeness, timeliness, & accuracy of authoritative BOEC data.  
  • Perform data management functions such as data cataloging, business requirements gathering, process flow diagramming, and data gap analysis critical to developing fully integrated solutions.  
  • Develop and conduct training and presentations for all relevant stakeholders and customers.  
  • May lead and train unit staff.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of multi-modal transportation planning theory, practices and methodologies; knowledge of environmental considerations involved in transportation planning; interpersonal skills; oral and written communication skills; ability to develop and use computer software including planning models and other programs related to planning process; analytical ability; ability to forecast trends based upon empirical data; ability to comprehend and interpret laws and regulations; some lead ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of professional experience in transportation civil engineering or transportation, urban, regional or environmental planning.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must include individual responsibility for the coordination of complex planning projects in a relevant planning area.
Note: For State Employees this is interpreted at the level of Transportation Planner 1 or Transportation Engineer 2.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in civil engineering, transportation, urban, regional or environmental planning may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Experience or education in: Mathematics, Statistics, Physics, Management Information Systems, Computer Science, Data Science, Data Mining, Geographic Information Systems or Geography.  
  • Experience utilizing problem-solving skills with an emphasis on data architecture and modeling, data linkage, and GIS (Geographic Information System) application configuration.  
  • Experience coordinating across diverse teams of engineers, planners, financial administrators and other stakeholders, both internal to the Department as well as external partners.  
  • Experience using geospatial data management tools such as Esri’s ArcGIS Desktop Suite (ArcMap, ArcCatalog, etc.) ArcGIS Pro, QGIS, Esri’s ArcGIS Enterprise web-based suite (Web-App Builder, Survey123, Collector, Field Maps, Workforce, Experience Builder), Safe Software’s Feature Manipulation Engine (FME) and others.  
  • Experience working with a wide variety of datasets and databases (e.g. Oracle, ArcSDE, SQL).  
  • Experience working with relevant programming languages to facilitate geospatial data management and analysis (e.g. Python, R).  
  • Experience working with a variety of data analysis, automation, and visualization software products including those available through Esri (e.g. Insights, StoryMaps, etc.), Microsoft (PowerBI & PowerAutomate), Tableau, and Safe Software (e.g. FME Server).  
  • Experience with the unique concerns of a Government agency as they apply to data availability, policy constraints, and legal considerations.  
  • Experience with presentation skills and oral and written communication skills. 
  • Experience preparing and reviewing complex technical reports and documents.

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
2. Incumbents in this class may be required to travel.
