THE ROLE
This is a specialized professional position responsible for providing leadership, education and technical assistance in the areas of data assessment, research, evaluation, and statistics to public libraries, specifically the use of data to drive advocacy, policy and planning. Other duties include performing complex professional duties in the delivery of library, information and consultant services on a statewide basis. Consultants provide liaison services to assigned regional areas of CT libraries.

The successful candidate will:
  • Provide leadership to libraries in carrying out statewide and local federal programs
  • Serve as a technical specialist for the development, coordination, and execution of needs assessment for purposes of strategic planning, research and evaluation of library programs and services, and statistics programs to support public libraries
  • Contribute to the development and implementation of the Division of Library Development Libguides and other digital communication tools
  • Partner with state, regional and national data collection organizations to identify data trends and methodologies to liberate, analyze, process and visualize data for greatest impact
Candidates should have considerable knowledge of:
  • Collecting, verifying and analyzing data through a public library annual survey and other data collection instruments to be submitted to the federal government
  • Ability to create, write and publish statistical reports and analyses in physical and digital format 
  • Ability to evaluate and implement sophisticated data collection tools in an online environment 
  • Administering a complex construction grant program; knowledge of library construction and design

    The mission of the CSL is to preserve and make accessible Connecticut’s history and heritage and to advance the development of library services statewide.

    The CSL is an Executive Branch agency of the State of Connecticut. We provide a variety of library, information, archival, public records, museum, and administrative services for citizens of Connecticut, as well as for the employees and officials of all three branches of State government. The State Library also serves students, researchers, public libraries and town governments throughout the state. In addition, the State Library directs a program of statewide library development and administers the Library Services and Technology Act state grant.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In the State Library, this class is accountable for performing as a specialist within a particular field and/or providing the highest advanced level of professional library tasks in management services, patron services, library services and historical services.

    EXAMPLES OF DUTIES

    Performs most complex related duties in providing consultant services to public, institutional and agency libraries and library groups; coordinates activities of a documents depository system; answers most complex queries utilizing wide range of reference tools of a highly specialized and complex nature; performs genealogical and legal legislative research; provides staff training and assistance; provides information referrals for legal, historical, genealogical and other special subject researchers; performs original cataloging and name authority work for most complex materials including law, microforms and serials; appraises materials to determine archival value and suitability for inclusion in State Archives; performs original accessioning and authority work on finding aids for archival materials; designs and revises automated and traditional archival aids: verifies for accuracy revisions to library catalogs; reviews and revises classification and authority work of other staff; may be assigned to staff development projects; may conduct performance evaluations; may conduct workshops; may serve as liaison to groups and organizations; may be assigned to special projects requiring highest advanced level professional library duties as directed by State Librarian; performs related duties as required.

    KNOWLEDGE, SKILL AND ABILITY

    Considerable knowledge of professional principles and practices of library science and/or bibliographic sources of information; considerable knowledge of and demonstrated ability in specialized functional procedures and/or specialized subject matter; considerable knowledge of library administration principles and techniques and library automation; considerable interpersonal skills; considerable oral and written communication skills; ability to analyze and solve complex problems relating to library methods and procedures; ability to utilize computer software; some supervisory ability.

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    A Master's degree in library science or information science from a library school accredited by the American Library Association AND three (3) years of post graduate degree experience in a relevant area of professional library work.

    PREFERRED QUALIFICATIONS

    • Experience verifying and analyzing data collected through data collection instruments, including annual surveys.
    • Experience creating, writing, and publishing statistical reports in a physical and digital format.
    • Experience implementing data collection tools and evaluating data in an Excel spreadsheet, using formulas, functions, and pivot tables.
    • Experience administering grant projects that require the review and interpretation of statutes and regulations.
    • Experience in consulting and developing professional development tools in the area of library data collection, including instructional webinars.

    SPECIAL REQUIREMENTS

    The State Librarian may determine other advanced educational degrees equivalent to the MLS degree based on staffing needs.
