The State of ConnecticutDepartment of Energy and Environmental Protection (DEEP)Office of Planning and Program Development (OPPD) is seeking to fill multiple openings for an Environmental Analyst 2 to work with either our Client Concierge Team or our Environmental Review staff.

These hybrid positions are full-time on first shift, 35 hours per week, Monday through Friday and based out of our DEEP Headquarters in Hartford, Connecticut.

POSITION HIGHLIGHTS WITH DEEP'S CLIENT CONCIERGE TEAM
The work of the Concierge Team is integral to increasing the predictability, efficiency, and transparency, of DEEP's regulatory processes to ensure that businesses can grow and thrive while meeting environmental standards and protecting our public health and natural resources. The Concierge Team assists with broader agency planning and program development, such as conducting stakeholder engagement processes and supporting the integration and implementation of DEEP's climate change and environmental justice priorities and programs across DEEP's three branches. The Client Concierge Service supports DEEP's Permit Assistance function by participating in pre-application permit meetings; gathering data for reports to the legislature; and standardizing permit applications and operating procedures. Concierge Team members serve as DEEP's central point-of-contact for high visibility, complex projects to assist the public in navigating the environmental permitting processes in a timely manner. 

As an Environmental Analyst 2 with this team, you will track project timelines and permit status; provide project management and coordination within DEEP and between DEEP and other state and federal agencies and assist in the agency's strategic planning, process improvements and innovation. Your duties on the Client Concierge Team may include but are not limited to:
  • Providing permit assistance by serving as a member of the Client Concierge Service Team managing complex, multi-permit projects with high visibility;
  • Liaising with other federal, state, and local governments;
  • Coordinating multi-program preapplication meetings and permit transfers;
  • Conducting Stakeholder Engagement by participating in the coordination of STEPS (Sustainable, Transparent, Efficient, Practices) for Solar Development and the Commission on Environmental Standards for offshore wind;
  • Supporting agency-wide Information Technology initiatives, including electronic permitting, geographic information systems, use of permitting management system, and web content management;
  • Supporting central office functions by reporting permitting and enforcement and compliance metrics to inform permit program processes and producing required reports to the legislature and EPA;
  • Assisting with broader agency planning, including climate change and preparedness in accordance with the Governor’s Executive Order 3, development of process improvement strategies and performance measures (LEAN), and standardization of enforcement and compliance assurance policies, practices, and tools.
POSITION HIGHLIGHTS WITH DEEP'S OFFICE OF PLANNING AND PROGRAM DEVELOPMENT (OPPD)
The OPPD Environmental Review staff conduct analysis of large projects that may have environmental and economic impacts on the State of Connecticut and prepare agency comments in coordination with DEEP’s three branches. Environmental Review staff also provide critical support to DEEP’s state and federal statutory and regulatory requirements across DEEP’s Environmental Quality Branch - Air, Water, Materials Management and Land Resources programs – as well as the Environmental Conservation and Energy Branches. In addition, Environmental Review staff also support broader agency planning and program development responsibilities such as agency strategic planning and associated work plan development. 

As an Environmental Analyst 2 with OPPD’s Environmental Review, you will conduct environmental review, coordinate programs, and communicate with other state and federal agencies, municipal governments, the regulated community, and other stakeholders. You will also participate in a wide range of tasks and cross-functional work that may include but is not limited to:
  • Assisting in the evaluation of large economic development projects;
  • Evaluating and commenting on projects subject to Connecticut Siting Council approval;
  • Administrating the Connecticut Environmental Policy Act (CEPA) for DEEP;
  • Conducting project review of National Environmental Policy Act (NEPA) projects;
  • Assisting with the development and review of DEEP’s Bureau of Technology and Energy Policy Requests for Proposals;
  • Reviewing Federal Energy Regulatory Commission (FERC) projects;
  • Coordinating lake drawdown and aquatic pesticide Authorizations on state-owned water bodies;
  • Reviewing Neighborhood Revitalization Zone planning documents;
  • Assisting in the development of the State Comprehensive Outdoor Recreation Plan (SCORP);
  • Coordinating surplus State property analysis;
  • Liaising with other federal, state, and local governments and coordinating multi-program meetings;
  • Participating in stakeholder engagement, such as STEPs (Sustainable, Transparent, Efficient, Practices) for Solar Development and the Commission on Environmental Standards (for offshore wind), including public speaking in front of a variety of audiences.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection this class is accountable for independently performing a full range of tasks in the technical review and analysis of environmental program data and issues within the environmental field, developing recommendations on courses of action and assisting with the implementation of policy and program decisions.

In other state agencies this class is accountable for independently performing a full range of tasks in the technical review and analysis of environmental program data and issues, developing recommendations for courses of action and assisting with the implementation of policy and program decisions.

EXAMPLES OF DUTIES

Assists in development of a departmental, statewide or local environment and/or emergency response plans and programs; researches, collects and analyzes resources, data and educational materials; reviews and analyzes proposed projects for consistency with policies and statutes and assesses environmental impact; conducts site investigations; prepares environmental impact statements and recommends corrective actions and alternatives; analyzes existing state policies, statutes, plans and regulatory programs and reviews pending legislation for environmental impact; coordinates database maintenance and disseminates information; assists in drafting new regulations, statutes, guidelines and other written materials; assists in formulating policy options; provides technical consultation to local, regional, state, federal officials and the public; coordinates federal grant-in-aid programs and prepares related paperwork; recommends enforcement actions and prepares reports; reviews and makes recommendations on environmental permit requests; may prepare publications and guidelines on environmental protection, natural resources education and economic development issues; may develop and implement environmental and leisure service education programs; may testify at public hearings; may prepare enforcement actions; may serve as a legislative liaison; may serve as department representative on various regulatory and advisory boards and committees; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Knowledge of principles and practices in fields relative to environmental protection; knowledge of principles and practices of environmental and policy analysis; knowledge of local, state and federal laws, statutes, regulations and policies pertaining to environmental protection; knowledge of environmental program planning principles and practices; knowledge of statistics; interpersonal skills; oral and written communication skills; research and organizational skills; ability to understand and interpret legislation and technical data; ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience involving technical analysis and interpretation of environmental program data or planning and implementing environmental programs.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in a scientific or technical discipline related to the environmental field including but not limited to the biological, earth, or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; or natural resources may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

2. A Master's degree in a scientific or technical discipline related to the environmental field including but not limited to the biological, earth, or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; or natural resources may be substituted for five (5) years of the General Experience.

Note: Education may only be substituted for a total of five (5) years.

3. For State Employees one (1) year of experience as a Environmental Analyst 1 may be substituted for the General Experience.

PREFERRED QUALIFICATIONS

  • Experience managing projects involving environmental permits, internal and external stakeholders, and shifting priorities;
  • Experience working in a team environment, independently coordinating programs, and organizing stakeholder outreach events;
  • Field work experience in environmental planning, engineering, biology, earth science, or natural resource management;
  • Experience in strategic planning and process improvement to address environmental, natural resource, or energy challenges;
  • Experience communicating environmental, regulatory, and policy information through presentations, written correspondence, and online publishing;
  • Experience communicating to the general public, environmental professionals, and other state, federal, and municipal officials or regional planning groups.

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to travel.
2. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

WORKING CONDITIONS

Incumbents in this class may be exposed to some danger of injury or physical harm from on-site environments and a moderate degree of discomfort from exposure to year round weather conditions.
