POSITION DETAILS
This position will be responsible for overseeing and administering CT’s Access-Point Angler Intercept Survey (APAIS). This important research study, sponsored by the National Oceanic and Atmospheric Administration's National Marine Fisheries Service (NMFS) conducts face-to-face interviews with marine recreational anglers. The DEEP, Marine Fisheries Program (MFP) conducts this survey of marine recreational anglers along CT’s coastline in order to collect fishing trip information. Anglers are recruited by DEEP staff to voluntarily report their fishing trip and demographic information through an intercept questionnaire via an electronic tablet. These data are instrumental in determining recreational harvest and discard estimates of marine fish species, which is critical for stock assessment purposes and management of CT’s marine recreational fisheries. For the full range of position tasks, see the "Examples of Duties" section below.

The candidate will work largely independently and under the guidance of the Supervisor of the Fisheries Statistics and Management Program on a variety of angler survey tasks. Some of the key traits of this candidate will be enthusiasm, passion, organization, ability to multi-task, team-building capability, and excellent communication and public relations skills. The ideal candidate will have strong leadership and data management skills as well as experience conducting standardized angler surveys.

This is a full-time, 35 hours per week position based out of the CT DEEP Marine Headquarters in Old Lyme, CT. This position is typically on first shift but may vary according to field sampling or out of office/out of state meetings. The candidate must be available to complete field work assignments between the time range of 6:00am-10:00pm.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Departments of Energy and Environmental Protection and Agriculture this class is accountable for independently performing a full range of tasks in fisheries management, research and conservation.

EXAMPLES OF DUTIES

This position will oversee the day to day operations and administrative duties of CT’s recreational Access Point Angler Intercept Survey. This includes responsibilities for the data collection, required data quality assurance/quality control procedures, data edits, bi-monthy data review, and mandatory weekly and monthly data upload requirements. Duties also include the scheduling, support and management of fisheries technicians and seasonal staff as well as extensive verbal and written correspondence and interactions with peer professionals, regulated license holders, the general public, municipalities and private marina owners and operators. This position will also represent the Marine Fisheries Program at bimonthly meetings of the Atlantic States Marine Fisheries Commission (ASMFC) Atlantic Coastal Cooperative Statistics Program (ACCSP).

Specific duties include but are not limited to:
  • Coordinating, planning and executing a complex standardized statewide angler survey;
  • Maintaining federally-mandated performance standards and adhering to strict reporting deadlines;
  • Recruiting, hiring, training and managing ASMFC Fisheries Specialists and seasonal employees;
  • Serving as the DEEP Marine Fisheries Program liaison to private marinas, municipalities, and party/charter boat captains to obtain access to survey sites and maximize survey participation;
  • Producing outreach materials to encourage angler participation and improve understanding of the recreational angler survey and fisheries management process;
  • Administering CT’s For-Hire Telephone and Large Pelagic Telephone Surveys for the party/charter fleet in CT via a Computer Assisted Telephone Information system;
  • Administering and updating the National Marine Fisheries Service master site and party/charter boat vessel registries for CT;
  • Performing quality assurance/quality control checks on angler interview platforms and data downloads from the ACCSP Assignment Tracking Application;
  • Attending ACCSP meetings to evaluate coast-wide recreational fisheries catch and harvest data;
  • Analyzing and interpreting survey data for presentations to state and federal partners;
  • Providing logistical and technical support to angler survey staff.

KNOWLEDGE, SKILL AND ABILITY

Knowledge of principles and methods of fisheries management; knowledge of environmental and human factors involved in production, management and harvesting of stocks of marine and anadromous fishes and invertebrates; ability to conduct fishery surveys and oceanographic studies and apply statistical procedures necessary for sound conclusions; ability to identify marine flora and fauna; interpersonal skills; oral and written communication skills; ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in marine and/or anadromous fisheries management.

Fisheries management is defined as work requiring a knowledge of scientific fields such as biology, ichthyology, fisheries science, fish population dynamics, aquatic ecology, limnology, fish taxonomy, fishery statistics, aquatic entomology, aquatic phycology and oceanography.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in fisheries management as defined may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in fisheries management as defined may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Bachelor of Science or Master of Science in Marine Biology, Fishery or Natural Resource Management;
  • Experience working with municipalities, private marinas, the recreational fishing community, and the for-hire fishing industry;
  • Experience in fisheries biology, marine fish species identification, and state and federal laws governing Atlantic coast marine fisheries;
  • Experience communicating information regarding recreational fisheries regulations and management as well as fisheries angler survey procedures and policies;
  • Experience in managing and analyzing confidential data;
  • Experience using computers, tablets, and the Microsoft Office software suite;
  • Experience leading and managing a team.

SPECIAL REQUIREMENTS

1. Incumbents in this class must be willing and able to accept assignment or transfer to any area of the State.
2. Incumbents in this class may be required to live on a vessel for extended period of time.
3. Incumbents in this class may be required to travel.
4. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

PHYSICAL REQUIREMENTS

1. Incumbents in this class must have adequate physical strength, stamina, physical agility, and visual and auditory acuity, and must maintain such physical fitness as to be able to perform the duties.
2. Incumbents in this class must be able to swim.
3. Appropriate examinations will be required.

WORKING CONDITIONS

Incumbents in this class may be exposed to some danger of injury or physical harm from on-site environments and a moderate degree of discomfort from exposure to year round weather conditions.
