Legal Investigator. This position will work in the Legal Division, reporting to attorneys and managing CT Unfair Trade Practice and Lemon Law investigations and case development.

THE ROLE
- Investigating the facts, circumstances, and conditions complained about;
- Gathering and securing evidence in the form of affidavits, statements, documents, records, exhibits, photographs, electronic data, and other media;
- Interviewing witnesses;
- Performing undercover investigations;
- Developing a case through individual research;
- Identifying marketplace issues for potential investigation, in coordination and collaboration with an attorney;
- Developing legal strategies for enforcement or helping to negotiate a resolution;
- Testifying at hearings; and
- Preparing a comprehensive report of their findings, examining, auditing, and analyzing records for possible violations, and coordinating and assisting the Office of the Attorney General’s CUTPA unit during a joint investigation.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Consumer Protection, Office of the Attorney General, Office of State Ethics, or State Elections Enforcement Commission this class is accountable for conducting investigations and assisting in the preparation and presentation of criminal and civil actions.
EXAMPLES OF DUTIES
- Coordinates and conducts investigations for civil and criminal matters;
- Prepares and conducts cases;
- Makes detailed investigations and conducts fact finding of the circumstances, facts, and conditions connected with cases;
- Conducts legal research;
- Interviews witnesses, complainants, and other individuals;
- Gathers and secures evidence in the form of affidavits, statements, documents, records, exhibits, photographs, electronic data, and other media;
- Prepares comprehensive reports;
- Testifies at hearings, administrative and civil proceedings, or other criminal or civil proceedings;
- Examines, audits and analyzes records for possible violations;
- Assists state civil and criminal authorities in preparing state cases for trial;
- Maintains liaison with federal, state and local officials and with members of the public and their attorneys;
- May research and compile economic data concerning industrial and commercial activities;
- May prepare and conduct cases for civil adjudication before the appropriate authority;
- May subpoena witnesses and locate individuals;
- May conduct undercover investigations;
- May coordinate and direct field investigations in conjunction with other state criminal and civil authorities;
- May secure hearings;
- May provide technical assistance relating to agency field of expertise;
- May maintain confidentiality of records as required by law;
- May inspect voting machines election documents and review procedures on investigation of contested elections;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of investigatory experience in law enforcement, insurance claims, or a closely related field.
NOTE: Investigatory experience is defined as employment primarily involved with systematically reviewing and searching written data and material, conducting personal interviews and performing surveillance of persons or events to gather information necessary to discover, identify and prosecute civil or criminal violations of the law.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training in law enforcement, public safety administration, business administration or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in public safety administration, criminal justice or a closely related field or a Law degree may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
- Experience investigating Connecticut Unfair Trade Practices Act (CUTPA) and New Automobile Warranties (Lemon Law) violations of law
- Experience conducting investigations under the direct supervision of attorneys
- Experience developing legal strategies for enforcement cases related to CUTPA and Lemon Law
- Experience interviewing witnesses, complainants and respondents
- Experience conducting undercover investigations
SPECIAL REQUIREMENTS
- Incumbents in this class may be required to travel.
- Incumbents in this class may be required to possess and retain a valid Motor Vehicles Operator’s license.
