The State of Connecticut Department of Administrative Services (DAS) Bureau of Information Technology Solutions (BITS) Vendor Management Office is seeking a motivated and well-organized IT Vendor Manager (IT Manager 1) to support the Department of Social Services (DSS) CT Medicaid Enterprise Technology System (CT METS) program.

THE ROLE

The Vendor Management Office, within the Agency Success division of DAS BITS, is responsible for the oversight and management of vendors that provide technology hardware, software, solutions, and consultation services to the agencies supported by DAS BITS.

In this position, the incumbent will play a key role in the management, oversight, and success of the CT METS program.  CT METS is a large-scale, statewide information technology and business process improvement program that aims to streamline business processes through the use of state-of-the-art technology while improving services and outcomes for Connecticut residents served by Medicaid and other benefit programs managed by the Department of Social Services.

The IT Vendor Manager shall be responsible for actively engaging with, managing, and monitoring all vendors of the CT METS program throughout the contract lifecycle to help control project costs, mitigate risks, protect the interests of the agency, hold vendors accountable, and ensure the overall success of the project.  During the procurement and contracting phases of the project lifecycle, the IT Vendor Manager will work with project managers, business, and IT leaders to help write requests for proposals, evaluate prospective vendors, identify key performance indicators, develop service level expectations and associated penalties, and assist with negotiating contracts, escalations and conflicts.

PURPOSE OF JOB CLASS (NATURE OF WORK)

Within a state agency information technology division, this class is accountable for the management and direction of information systems, applications development, systems maintenance, and similar information technology functions as well as technical and support staff.

EXAMPLES OF DUTIES

  • Provides technical assistance, training, and advice to agency staff on the preparation and submission of IT procurement requests
  • Works with key stakeholders from state agencies and federal partners to obtain quotes and management approval for procurement of IT services
  • Analyzes and provides feedback on agency contractual agreements to ensure compliance with state and agency procurement policies, federal requirements, service partners, and vendors
  • Develops custom statements of work for complex IT procurements
  • Prepares and processes financial approvals and vendor invoices for IT procurements
  • Manages and tracks progress of initial procurements and renewals and reports status to key stakeholders
  • Works with key stakeholders to negotiate and resolve vendor issues when conflicts or service level failures arise
  • Participates in policy discussions and recommends policy or procedural changes to improve efficiency and effectiveness
  • Provides ad hoc reports or interprets standard reports and creates dashboards as required for state staff and partners
  • Maintains internal procurement, contract, and vendor management solutions
  • Works independently to analyze available information, draw conclusions and understandings and present such conclusions to senior management
  • Performs related duties as required

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Ten (10) years of experience in computer or network administration, architecture, operations, production control, systems development, information technology analysis and planning.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Three (3) years of the General Experience must have been in a lead capacity.
NOTE: For state employees this is interpreted to be at the level of an Information Technology Analyst 3.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in computer science, management information systems or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree.
  • A Master’s degree in computer science, management information systems or a closely related field may be substituted for one (1) additional year of the General Experience.
  • For state employees four (4) years of experience as a Computer Operations Supervisor may be substituted for the Special Experience.

PREFERRED QUALIFICATIONS

  • Experience developing and managing IT vendor procurement documents for Information Technology (IT) projects
  • Experience with procurement process which includes initial requisition, selecting vendors, negotiations, and payment
  • Experience communicating with stakeholders and vendors through verbal and written correspondence
  • Experience managing vendor performance with service level agreements (SLA) and key performance indicators (KPI)
  • Experience interpreting and applying statutes, regulations, policies, and procedures
  • Experience prioritizing workload and meeting deadlines
