THE ROLE: You will be responsible for envisioning and strategically planning our roadmaps and delivering measurable and recognizable value. With a team of product owners, business analysts and project delivery experts, your team will lead cross-functional teams focused in driving the end-to-end product lifecycle for features and products improving the State's online experience.  In addition to leading the team, your role is to ensure our products and services achieve success for agencies and residents, delivering products users love, need, and use. 

Furthermore, the Digital Product Manager will be expected to run with the Governor’s digital vision and own outcomes through driving programmatic success.  Doing so will create equitable outcomes across broad swaths of residents and vulnerable populations in the State of Connecticut.  Investments in a digital government will be made in nearly every sector of Connecticut including economic development, workforce development, healthcare services, education, childcare, and transportation. Reporting directly to the Director of Digital Government and Operational Excellence (DGOE), you will be an active member of the DGOE leadership team, performing duties in a managerial capacity.

We are setting trends, not following them. As part of these efforts, the Department of Administrative Services Bureau of Enterprise Systems and Technology (DAS BEST) is joining forces with the majority of Executive Branch, Agency IT organizations, to form a new, centralized team under the Bureau of Information Technology Solutions (Bits).

PURPOSE OF JOB CLASS (NATURE OF WORK)

Within a state agency information technology division, these classes are accountable for the management and direction of information systems, applications development, systems maintenance, and similar information technology functions as well as technical and support staff.

EXAMPLES OF DUTIES

  • Managing a team of Product Owners, Business Analysts, Scrum Master and Project Managers
  • Engaging with Agency business leaders and product stakeholders to deeply understand opportunities and value propositions
  • Translating opportunities into roadmaps into product requirements/user stories and acceptance test criterion
  • Prioritizing Product backlogs to maximize time to value balanced across our three primary value streams (citizens, State agencies, digital ecosystem)
  • Managing iterative delivery using of productivity and analysis tools – JIRA, Google Analytics, Git Repository, Microsoft Teams, Confluence
  • Establishing continuous improvement/continuous delivery pipeline to continually improve products post-launch based on customer satisfaction
  • Analyzing and identifying risks and blockers using data you have gathered, experience, and insight to spot planning and delivery risks
  • Providing expert insight and advice during the project setup process, including managing demand and ensuring resources are available to deliver
  • Assembling and managing multidisciplinary teams including User Experience (UX), content, research, and development
  • Managing a portfolio of more than five enterprise, customer-facing projects and related reporting
  • Managing portfolio timelines, resource needs, funding needs, dependencies
  • Identifying, capturing, and managing inter-project dependencies
  • Establishing regular cadence of using and embedding user research into product priorities

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Ten (10) years of experience in computer or network administration, architecture, operations, production control, systems development, information technology analysis and planning.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in a managerial capacity.

Note: For State Employees, this is interpreted to be at the level of an Information Technology Manager 2.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in computer science, management information systems or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s Degree.

2. A Master’s Degree in computer science, management information systems or a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Experience managing and reporting development of a portfolio of products. 
  • Experience creating product vision, strategy and related road maps.
  • Experience managing project workstreams.
  • Experience building and mentoring a team.
