The State of Connecticut’s Office of Policy and Management’s (OPM) is recruiting for an Executive Budget Officer position in the Budget and Financial Management Division

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Office of Policy and Management, Budget and Financial Management Division this class is accountable for administering the programs and operations of the State's fiscal and program policies.

EXAMPLES OF DUTIES

  • Administers staff and operations of the Budget and Financial Management Division;
  • Develops, implements and evaluates division policies, goals and objectives;
  • Develops and implements the State's fiscal and program policies through preparation and execution of the Governor's Annual Policy Statement including coordination of the revenue, program and capital budgets;
  • Develops long-term plans to assure the State's future fiscal integrity;
  • Implements the dynamic refinement of program budget development and the budget option process;
  • Develops the statewide collective bargaining policy and strategy;
  • Interprets legislative intent to Commissioners and agency executives;
  • Represents division at briefings and hearings for the Governor or Secretary of the Office of Policy and Management;
  • Maintains liaison with all Legislative Committees of the General Assembly;
  • Coordinates all program and fiscal activities of the approximately 100 agencies, boards and commissions in the state;
  • Responsible for statewide financial and programmatic strategic analysis and program evaluation;
  • Appears as expert witness at Legislative budget hearings, fact-findings, arbitrations, etc.;
  • Consults with and advises Commissioners and agency executives on budgetary and financial matters and policies;
  • Leads the recruitment and hiring of staff, including outreach, interview and selection; and
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • and ability to apply management principles and practices;
    • relevant state and federal laws, statutes and regulations;
    • public administration including governmental program budgeting and financial management;
  • Considerable
    • interpersonal skills;
    • oral and written communications skills;
    • ability to analyze and evaluate complex statistical and financial data.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Three (3) years of experience in financial management including budget responsibility.

NOTE: For state employees this experience is interpreted at the level of a Fiscal and Program Policy Section Director or Chief of Fiscal/Administrative Services 1.

PREFERRED QUALIFICATIONS

The preferred candidate will have the following:
  • Experience supervising staff in OPM's budget and financial management division;
  • Experience interacting with legislators and legislative staff;
  • Experience conducting complex, statewide financial and programmatic strategic analysis and program evaluation; 
  • Experience developing and implementing the State of Connecticut's fiscal and program policies; 
  • Experience with all aspects of the state budget, including developing and evaluating expenditure policies, revenue policies, capital projects, bonding, and legislation; and
  • Experience communicating effectively both verbally and in writing.
