Position highlights
As a Revenue Services Tax Supervisor you will assist in planning, supervising and coordinating the Fraud Prevention Unit. 
The duties of this position may include, but are not limited to: 
  • Supervising a unit of Revenue Examiners in their daily work 
  • Coordinating cross-unit work tasks and training with other units in the agency 
  • Facilitating the unit's inventory 
  • Understanding complex CTAX & ITAS financial information and identifying patterns for fraudulent activity
This is a full-time position based in Hartford. Teleworking opportunities are available.

The Fraud Prevention Unit examines Connecticut Individual Income Tax returns that have been identified as an exception. The examiners review and analyze aspects of the return and several external sources of information to determine if the return filing is legitimate. The unit staff also work with victims of identity theft to ensure the return filed by the proper taxpayer is processed without unnecessary delay.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Revenue Services this class is accountable for assisting in planning, supervising and coordinating a major tax unit.

EXAMPLES OF DUTIES

Coordinates development and implementation of various programs; supervises various programs to ensure uniformity an accuracy; assists in directing, planning and coordinating work of assigned staff; schedules, assigns, oversees and reviews work of staff; provides staff training and assistance; conducts performance evaluations; determines priorities and plans unit work; establishes and maintains unit procedures, develops or makes recommendations and assists in implementing new policies to be used in the auditing, collection or registration and processing of tax returns; acts as a liaison with other operating units, agencies and outside officials regarding unit policies and procedures; prepares and maintains narrative, financial and statistical reports on audit assessment, overdue revenue or registration/processing production; assists in administration of fraud programs; recommends changes to existing tax legislation and regulations; interprets and monitors tax administration functions in accordance with established policy and legislative intent; consults with and advises agency personnel on policy, operations and procedures; advises taxpayers on various State statutes and regulations; may oversee special projects in response to legislative initiatives, such as floor taxes, rebates, or amnesty programs; may serve as a subject matter expert for agency wide initiatives; may represent agency at meetings of special groups such as CPAs, attorneys, etc.; may conduct hearings and conferences with taxpayers and their representatives involved in disputed tax and audit matters; may analyze, review and make recommendations on ways to improve the administration of multiple tax types; may perform long range financial and programmatic strategic analysis, planning and program evaluation; may provide input into the impact of budgetary proposals and legislative changes; performs related work as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of principles and practices of accounting and auditing or tax administration; considerable knowledge of tax statutes of Connecticut; considerable knowledge of principles and methods of modern professional management; considerable ability in interpretation and application of laws and regulations; considerable ability in written and oral expression; considerable ability to prepare comprehensive written reports; ability to deal effectively with others; ability to utilize EDP systems for financial analysis and management; supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of experience in technical accounting, auditing, tax administration, tax collection, tax enforcement or computerized financial recordkeeping systems involving the interpretation and application of tax laws and fiscal principles.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have involved responsibility for conducting complex tax audits, collections or tax administration. For State Employees, this is interpreted at the level of Revenue Examiner 4, Tax Operations Unit Supervisor, or Tax Collections Supervisor.

OR

Two (2) years of the General Experience must have involved responsibility for conducting complex tax audits, collections or tax administration. For State Employees, this is interpreted at the level of Revenue Examiner 3, Tax Corrections Principal Examiner, Tax Collections Assistant Supervisor, Tax Hearings Officer or Tax Appellate Officer.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in accounting may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of employment up to a maximum of four (4) years.
2. A Master's degree in accounting may be substituted for one additional year of the General Experience.
3. Examination requirements met in any of the following may be substituted for one (1) year of the General Experience: Certified Public Accountant, Certified Internal Auditor or Certificate in Management Accounting.
4. One (1) year of experience as a Revenue Examiner 4, Tax Operations Unit Supervisor, or Tax Collections Supervisor may be substituted for the General and Special Experience.

PREFERRED QUALIFICATIONS

  • Experience understanding complex CTAX & ITAS financial information, finding patterns with state and federal tax returns and analyzing for fraudulent activity.
  • Experience reviewing and adjusting difficult and complex returns.
  • Experience training employees in multi-faceted and complex return review processes, identifying staff training needs and planning training initiatives.
  • Experience handling difficult taxpayers.
  • Experience with Individual Income Tax returns in CTAX & ITAS.
  • Experience using Modernized E-File, IRS TDS systems and working with externally-sourced files in CTAX.
  • Experience maintaining CTAX data warehouse information.

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to travel.
2. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
