THE ROLE:
The State of ConnecticutDepartment of Transportation (DOT), is now accepting applications for an exciting Connecticut Careers Trainee position, with a target class of Transportation Planner 1. This position is in the Bureau of Policy & Planning, Roadway Information Systems Office, Photolog Unit, located at the DOT headquarters, in Newington, CT. This is an exciting opportunity to learn and start a career in this “behind the scenes” data gathering and analysis that is a critical part of transportation planning in our State.  

The Roadway Information Systems Section is responsible for the collection, analysis, and dissemination of roadway transportation data including Pavement condition data, Right-of-Way imagery, vehicle volumes, classifications, travel speeds, and truck weigh-in-motion, and the collection of a variety of other roadway attribution. These detailed transportation data and information are necessary to/for:
  • Assess and predict roadway network performance
  • Keep an accurate accounting of miles of road and attribution
  • Comply with Federal regulations
  • Capital project support, for funding allocation and Federal reporting purposes

IN THIS ROLE YOU WILL:
  • Work collaboratively with unit and office staff, additional offices within the DOT, and public entities, to collect, model, enhance, and expand the Roadway Inventory features and assets that are contained within the network    
  • Assist with the setup, calibration, operation, and maintenance of the Department’s state-of-art and highly technical Automated Road Network Analyzer (ARAN) vans 
  • Perform an annual, bidirectional collection of pavement condition data and imagery for the entire state route network and ramps, a subset of the local roads, and the CT Fastrak System
  • Assist with the identification, layout, and maintenance of control and verification sites 
  • Upload and process data in the advanced “Vision” and “Digital HIWAY” data processing environments
  • Support, configure and troubleshoot the platform hardware with our vendors and Information Technologies group
  • Develop data and final reports for Department, federal, and other business needs 
  • Read and interpret engineering plans, diagrams, and schematics
  • Perform daily quality control checks
  • Keep logs, populate databases, and work with spreadsheets
  • Review and prepare statistical, written, and technical reports
  • Work with Geographic Information Systems and utilize maps in ArcGIS and other Linear Reference System (LRS) platforms to analyze data for impacts to transportation facilities, projects, and programs  
  • Performs related duties as required
The position will perform duties of increasing difficulty, split between the field and office to assist with the collection of data from a variety of sources, and manage that information within specialized software platforms and databases.

NOTE: Additional requirements for this position 
  • Possess and retain a valid Motor Vehicle Operator’s license 
  • Operate a large “Sprinter style” van in traffic for long periods of the day 
  • Incumbents in this class may be required to travel
  • Incumbents in this class may be required to work overtime 
  • Outside work may include working in all weather conditions

These positions will be filled in accordance with contractual language, reemployment, SEBAC, transfer, promotion and merit employment rules. PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for mastering the skills necessary to satisfactorily complete the training program for a professional position.

EXAMPLES OF DUTIES

MINIMUM QUALIFICATIONS

Possession of a Bachelor's or Master's degree.

NOTE:

  1. If the target job classification has a Substitution Allowed that requires the Bachelor's or Master's degree to be in a specific area(s), then these specific degree areas are required for appointment to the Connecticut Career Trainee classification.
  2. Candidates cannot be appointed until all degree requirements are complete.

PREFERRED QUALIFICATIONS

  • A bachelor's or master's degree in Geography, Geographic Information Systems, Management Information Systems, Computer Science, Mathematics, or closely related degree  
  • Experience in field data collection or training in GIS and/or Linear Referencing System(LRS) development, or management of large datasets, through coursework, work experience, or internships
  • Experience with Microsoft Office 365 including Excel, Vision, ProVal, Google Earth, Exor, FME, ESRI’s product suite, and PowerBi, through coursework, work experience, or internships
  • Experience with computer programming languages, large data sets, querying and scripting capabilities, and database management, using applications such as Java, SQL, Python, through coursework, work experience, or internships
  • Experience with statistics and performing statistical and mathematical analysis and calculations, through coursework, work experience, or internships
