The State of Connecticut, Department of Children and Families (DCF) is seeking a highly skilled and qualified Children and Families Behavioral Health Clinical Manager in the newly established division of the Children's Behavioral Health Community Service System. This position shares responsibility for the implementation and oversight of an array of community-based behavioral health services for children throughout Connecticut.

Responsibilities of this position include, but are not limited to the following:
Oversight of community-based nonprofit provider agency programs and contracts
Development and review of RFP process for new service procurement
Oversight and analysis of program reporting metrics and performance improvement initiatives
Representing the Division on statewide workgroups and related activities

The position will require outstanding organizational ability and communication skills.  Additionally, our ideal candidate will have the ability to adapt to changing work priorities and compressed deadlines, manage multiple projects simultaneously and work independently, and have excellent interpersonal and collaboration skills.

The Children and Families Behavioral Health Clinical Manager position is a full-time, 40 hours per week, Monday-Friday 8:00 am - 5:00 pm position. Assigned to our Central Office, it is located at 505 Hudson Street, Hartford, CT, with expectations of statewide travel. The position includes significant in-person activities.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Children and Families Bureau of Behavioral Health this class is accountable for directing multiple statewide clinical behavioral health services programs and services.

EXAMPLES OF DUTIES

  • Directs staff and operations of multiple statewide clinical behavioral health programs and services;
  • Coordinates, plans and manages functions for statewide programs and services; 
  • Develops, implements and evaluates goals and objectives;
  • Collaborates with administrative officials in development and implementation of policies and procedures; 
  • Interprets and administers pertinent laws;
  • Monitors and evaluates work performed by subordinate staff;
  • Acts as liaison within and outside of facility with individuals and groups who impact on program activities;
  • Accountable for agency compliance with standards established by outside monitoring agencies;  
  • Responsible for recruitment, selection and retention of department or discipline staff;  
  • Assures compliance with quality assurance findings and recommendations;
  • Promotes cultural diversity in workplace and assures client rights; 
  • Identifies, plans, implements and evaluates training and development of staff in response to identified needs; 
  • Independently analyzes complex problem situations and takes appropriate action; 
  • Initiates workforce planning and monitors staff utilization to meet identified goals;
  • Investigates and responds to critical incidents; 
  • Prepares or oversees preparation of reports; 
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • May represent facility in grievances and/or other hearings; 
  • May oversee grant, budget or contract preparation;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years professional experience in behavioral health care.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Three (3) years of the General Experience must have been at a managerial level directing clinical operations or the delivery of behavioral health care services for children and/or adolescents and families.

NOTE: Managerial experience is defined as formulating program goals and objectives, developing and implementing program procedures, initiating program policies and developing and/or monitoring a budget.

PREFERRED QUALIFICATIONS

Clinical experience in the development and delivery of community-based treatment services for children and their families  
Experience with evidence-based treatment programs available, particularly those available in Connecticut 
Experience implementing continuous quality assurance/performance improvement practices
Experience with program and/or fiscal evaluation of contracted human service programs 
Experience working in a community treatment provider agency 
Experience with development, application, and/or management of Requests of Proposals and grants

SPECIAL REQUIREMENTS

  • Incumbents in this class must possess and maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, or clinical or consulting psychologist.
  • Incumbents in this class may be required to travel.
