The State of ConnecticutDepartment of Transportation (DOT) is recruiting for a Transportation Supervising Planner in the Bureau of Policy and Planning, Enterprise GIS Unit in Newington, Connecticut.

At CTDOT, the Enterprise GIS Unit is integral to the development and continued support of the Department’s Transportation Enterprise Data (TED) Management System, which is a data architecture and set of business processes for managing data, specifically geospatial data. TED provides a shared and integrated data experience from a common data platform while ensuring high quality, managed, authoritative data is available to internal personnel as well as external stakeholders. Additionally, the Enterprise GIS Unit is the Department’s lead unit tasked with developing data management & analytical tools and providing visualization services for the rest of the Department. 
 
The Role: This position is responsible for supervising the Enterprise GIS Unit in aiding to accomplish the Department’s goals regarding data-driven decision making, automated data-driven processes, and asset data management. The incumbent will lead the Enterprise GIS Unit in accomplishing a variety of tasks to help meet overall Department goals related to enterprise data management. They will play a critical role in the evolving development of data as well as the performance measurement of data assets to support data-driven decisions related to topics such as: safety analysis, project prioritization, return on investment, asset performance, and system utilization, among others. They will be a critical resource for the Department with expected expertise in relevant technology solutions, data management best practices and applicable policies. This position supervises GIS related data development projects, coordinates across the Department to ensure GIS solutions are addressing as many needs as possible in an efficient manner, and plays a foundational role in managing the Department’s Open Data platform. This position requires the ability to adapt quickly to changing needs & re-prioritize based upon evolving trends and strong written and verbal communication skills for coordinating across diverse teams of engineers, planners, and financial administrators (among others), both internal and external to the Department.  
 
Examples of Duties:  
 
Daily tasks include, but are not limited to, the following duties: 
  •  Leading the Enterprise GIS (EGIS) Unit and working with bureau representatives, the TED team, and DOT IT to identify opportunities to develop data access products and management solutions to support; strategic data-driven decision making, program outcome assessments, cost benefit analysis, operational efficiencies, data visualization capabilities, and ad-hoc queries across the agency; 
  • Leading the EGIS staff, DOT Subject Matter Experts, and DOT IT personnel in managing and maintaining the Enterprise ArcSDE architecture, including development, scheduling, and implementation of ETL processes, geodatabase replication, and collaboration among other functions; 
  • Work directly with management staff to provide data access and develop tools that aid them in day-to-day decision making as well as policy development
  • Leading implementation and configuration of commercial off the shelf tools such from Esri, VertiGIS, Microsoft, Safe, and others to help meet the data management, visualization, and analysis needs of Department stakeholders; 
  • Working with data stakeholders, leverage data visualization and analysis tools to advance business intelligence and analysis conclusions to a variety of business teams; 
  • Offering expertise and review in examining data sets to determine the best analysis plan to address key business questions; identifying opportunities for improvements in data collection, validation, maintenance and access for data owners, stewards, and custodians; 
  • Working with data owners, stewards, and custodians to assess data maturity and identify data needs related to improving the uniformity, completeness, timeliness, & accuracy of authoritative Department data; 
  • Leading the completion of necessary data management functions such as data cataloguing, business requirements gathering, process flow diagramming, and data gap analysis critical to developing fully integrated solutions; 
  • Lead the GIS component of the Department’s Change Management and Data Governance teams in reviewing the readiness of data sets for migration to TED and coordinating necessary adjustments to minimize downstream impact
  • Coordinate with DOT IT on capturing and connecting data through the Department’s Office 365 environment utilizing PowerAutomate, SharePoint, Lists, Excel, and other evolving Microsoft or custom solutions to support a fully integrated GIS, including Office integrated ArcGIS products.
  • Develop, document, conduct, and catalog training for internal staff on general GIS concepts, and GIS application specific needs;

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation this class is accountable for supervising an operating unit engaged in transportation planning studies, programs and related activities.

EXAMPLES OF DUTIES

Schedules, assigns, oversees and reviews work of staff; provides staff training and assistance; conducts performance evaluations; determines priorities and plans unit work; establishes and maintains unit procedures; develops or makes recommendations on development of policies and standards; acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; oversees development of integrated and comprehensive unimodal or multi-modal transportation plans, programs and activities for movement of goods or people; oversees preparation of reports, studies, surveys and other related activities; develops findings and conclusions; makes recommendations based on completed analyses; provides final review for accuracy and conformance with standards and requirements; provides direction in interpretation and coordination of transportation plans, programs and activities to local, regional, state and federal agencies; makes preparations and presentations for legislative and public hearings as required; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of relevant agency policies and procedures; considerable knowledge of relevant state and federal laws, statutes and regulations; considerable knowledge of multi-modal transportation theories, practices and methodologies; considerable knowledge of social, economic and environmental considerations involved in transportation planning; considerable interpersonal skills; considerable oral and written communication skills; considerable ability to plan, organize and execute projects and studies; considerable ability to develop and use computer software including planning models and other programs related to planning process; considerable ability to comprehend and interpret laws and regulations; supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of professional experience in transportation civil engineering or transportation, urban, regional or environmental planning.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in a lead capacity.
Note: For State Employees this is interpreted at the level of Transportation Planner 2.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in civil engineering, transportation, urban, regional or environmental planning may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Experience or education in: Mathematics, Statistics, Physics, Management Information Systems, Computer Science, Data Science, Data Mining, Geographic Information Systems or Geography. 
  • Experience leading teams of personnel with varying technological skill levels on projects of varying complexity, size, priority, and time schedules. 
  • Experience with data architecture & modeling, data linkage, and GIS application configuration. 
  • Experience using geospatial data management tools such as Esri’s ArcGIS Desktop Suite ArcGIS Pro, QGIS, Esri’s ArcGIS Enterprise web-based suite, Safe Software’s Feature Manipulation Engine (FME) and others.
  • Experience working with a variety of data analysis, automation, and visualization software products including those available through Esri (e.g. Insights, StoryMaps, etc.), Microsoft (PowerBI & PowerAutomate), Tableau, and Safe Software (e.g. FME Server).
  • Experience with the unique concerns of a Government agency as they apply to data availability, policy constraints, reading and interpreting legislation, and legal considerations.  

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
2. Incumbents in this class may be required to travel.
