The State of Connecticut, Department of Energy and Environmental Protection (DEEP), has an exciting opportunity for an Environmental Analyst 1 with the Radiation Division.
About us
The Radiation Division ensures the safe and secure possession, use, storage, transportation, and disposal of radioactive material and radiation producing machinery. The compliance and enforcement unit is responsible for registration and inspection of facilities using x-ray and other radiation producing machines in the healing arts. The unit ensures devices are operated in compliance with Federal and Connecticut regulations in order to ensure radiation exposures to the general public and employees are maintained at safe levels, adverse impacts to the environment are minimized, and radiation exposure to patients is at the lowest practical level with the highest possible image quality.
Position highlights
Responsibilities of this role include:
- Drafting inspection informal enforcement actions to those facilities that utilize ionizing radiation (i.e. mammography facilities and medical x-ray facilities);
- Evaluating dose allowance applications for technical accuracy, and consistency with regulations and statutes;
- Supporting Radiation Division Environmental Protection Radiation Control Physicists and the Department of Public Health by conducting safety inspections to ensure that members of the public, hospital staff, and the environment are properly protected form and deleterious effects of radiation;
- Performing radiation measurements as part of a field monitoring team supporting the Radiological Emergency Plan (REP) for Millstone Nuclear Power Station and the other nuclear facilities in state;
- Compiling and submitting inspection and enforcement data, scheduling inspections, regulatory outreach, equipment maintenance and administrative documentation for financial programmatic reimbursement under the Mammography Outreach Standards Act of 1992 and its amendments;
- Providing the necessary technical knowledge and experience to the Department of Public Health to determine if hospitals are conducting x-ray, and radiology procedures in a manner that will protect the health and safety of workers, the general public and patients in accordance with the requirements of Connecticut Regulations; and
- Other necessary tasks as required.

This is a full-time position (35 hours), Monday-Friday out of our office in Hartford.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Energy and Environmental Protection this class is accountable for performing a limited range of tasks in the technical review and analysis of environmental program data and issues within the environmental field and assisting in the development of recommendations for courses of action and implementation of policy and program decisions.
In other state agencies this class is accountable for performing a limited range of tasks in the planning, monitoring, implementation and evaluation of environmental program data and issues and assisting in the development of recommendations for courses of action.

EXAMPLES OF DUTIES
Assists in developing departmental, statewide or local environmental plans and programs; assists in research, collection and analysis of resources, data and educational materials; assists in review and analysis of proposed projects for consistency with policies, statutes and environmental impact; assists in coordinating data base maintenance and disseminating information; assists in drafting new regulations, statutes, guidelines and other written materials; assists in formulating policy options; assists in providing technical consultation to local, regional, state, federal officials and the public; assists in coordinating federal grant-in-aid programs and preparing related documentation; assists in developing enforcement actions and reports; assists in reviewing and developing recommendations on environmental permit requests; prepares environmental permit applications; assists in developing and implementing environmental and leisure services education programs; assists in preparing environmental impact statements and recommendations for corrective actions and/or alternatives; may assist in conducting site investigations; may assist in preparing publications and guidelines on environmental protection, natural resource education and economic development issues; may prepare enforcement actions; may serve as department representative on regulatory and advisory boards and/or committees; may serve as legislative liaison; performs related duties as required
KNOWLEDGE, SKILL AND ABILITY
Knowledge of principles and practices in fields relative to environmental protection; knowledge of basic principles and practices of environmental and policy analysis; knowledge of local, state and federal laws, statutes, regulations and policies pertaining to environmental protection; knowledge of basic statistics; some knowledge of environmental program planning principles and practices; interpersonal skills; oral and written communication skills; research and organizational skills; ability to understand and interpret legislation and technical data; ability to utilize computer software.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Five (5) years of experience involving technical analysis and interpretation of environmental program data or planning and implementing environmental programs.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
1. College training in a scientific or technical discipline related to the environmental field including but not limited to biological, earth, or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in a scientific or technical discipline related to the environmental field including but not limited to biological, earth, physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources may be substituted for five (5) years of the General Experience.
Note: Education may only be substituted for a total of five (5) years.
3. For State Employees one (1) year of experience as an Environmental Intern or Environmental Compliance Specialist 2 may be substituted for the General Experience.
PREFERRED QUALIFICATIONS
- Experience with principles and practices in the field of radiation protection;
- Experience in application and interpretation of regulations related to the Mammography Quality Standards Act (MQSA);
- Experience in applications and interpretation of state regulations related to medical and dental x-ray and other radiation producing machinery;
- Experience working with Connecticut EZFile system for permitting and registration of radiation producing machinery;
- Experience conducting or assisting with inspections and enforcement related to use of radiation producing machinery in medical facilities; and
- Qualification as a FDA (US Food and Drug Administration) MQSA (Mammography Quality Standards Act) inspector.
SPECIAL REQUIREMENTS
1. Incumbents in this class may be required to travel.

WORKING CONDITIONS
Incumbents in this class may be exposed to some danger of injury or physical harm from on site environments and a moderate degree of discomfort from exposure to year round weather conditions.
