The State of Connecticut, Department of Correction (DOC) is seeking a highly motivated Durational Project Manager (Vocational Village Project Manager) to join our team at the DOC Central Office in Wethersfield, CT.

Position Highlights: 

This exciting opportunity will address the vocational needs of incarcerated individuals and assist this population in obtaining and retaining meaningful employment upon release. 

This is a full-time durational position, which will initially be appointed for a two-year period, with the possibility of being extended for 1-2 years based on agency needs and available funding. 

In this role, you will develop and manage the Vocational Village program working in partnership with departments within the Department of Correction and other state agencies. 

This project will include the coordination of an Employer Engagement and Education effort and the establishment of: 
  • Truck Body Assembly shop
  • Pickup truck "up-fitting" operation
  • Small engine repair/maintenance shop
  • Vocational education welding program
  • Manufacturing training program
  • Commercial driver training and CDL preparation 
This position will work out of the DOC Central Office located at 24 Wolcott Hill Road in Wethersfield, CT. This hybrid opportunity is full-time, 40 hours per week with a Monday through Friday schedule.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency makes or conducts a special inquiry, investigation, examination or installation pursuant to Section 5-198(n) of the Connecticut General Statutes.

EXAMPLES OF DUTIES

In this role, you will have be responsible for:
  • Development of program materials, policies and procedures
  • Project management planning oversight and coordination with multiple stakeholders
  • Coordination and management of communications associated with the project
  • Development, processing and monitoring of contracts and Memorandums of Understanding with partner agencies
  • Recruitment and hiring of program staff
  • Sourcing and procurement of project related equipment, materials and supplies
  • Procurement and construction of new ancillary out buildings and program space
  • Monitoring, tracking and reporting of project progress and performance
  • Development of project reports
  • Development and oversight of project and program budgets

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of and ability to apply management principles and practices; relevant state and federal laws, statutes and regulations; project management; principles and practices of business and public administration with emphasis on effective organization, administration and management Considerable interpersonal skills; oral and written communication skills; Considerable ability to analyze organizational problems and determine effective solutions.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of professional experience.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must been in a consultative capacity with programmatic and administrative or project management responsibilities in the specific area of assignment.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree. 
  • A Master's degree in business administration, public administration or a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

The preferred candidate will possess:
  • Complex project management experience;
  • Experience leading subprojects involving multiple technical and business work streams and acting as a single point of contact for these projects;
  • Experience developing work readiness programs;
  • Experience communicating with a diverse group of individuals over the phone, in person, and in writing;
  • Experience leading staff and managing productivity, defining expectations and establishing measurable goals;
  • Manufacturing experience; 
  • Experience working with federal funding/federal grants and federal reporting requirements.
