The Connecticut State Department of Education's (CSDE) Division of School Health, Nutrition and Family Services is seeking to fill the position of Education Bureau Chief over child nutrition programs. This opportunity is full-time, 40 hours per week on first shift, with a Monday through Friday schedule.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Departments of Aging and Disability Services and Education, this class is accountable for directing the operation of an education services bureau.

EXAMPLES OF DUTIES

Directs Education programs and staff activities and manages all related functions; develops comprehensive long and short term goals and objectives which support educational initiatives and agency mission; participates and makes recommendations in review and formulation of agency policy, program priorities, funding, legislation and regulation; develops or assists in the development of educational programs in area of specialty; provides consultant services for these programs and services; interprets and administers pertinent laws within assigned bureau; controls fiscal operations within bureau by determining priority of expenditures of financial and related resources; evaluates and assesses staff performance; responds to inquiries from the public, Governor’s office, and federal, state and local educators concerning education initiatives and programs; maintains statewide responsibility for all bureau programs and activities and represents agency and state in related activities as required; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of the philosophy and methods of education, with emphasis on educational administration and management; considerable knowledge of the objectives and purposes of educational programs within area of specialty; considerable knowledge of the principles of professional management; considerable knowledge of public school administration; knowledge of the principles and techniques of budgetary preparation and fiscal management; considerable interpersonal skills; considerable written and oral skills; considerable ability to understand and apply relevant state and federal laws, statutes and regulations.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

An earned advanced degree and ten (10) years of experience in the field of Education or in a related areas.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Three (3) years of the General Experience must have been at the full advanced working level in the oversight of the development or administration of an educational bureau, system, operation, school or service.

Note: For State employees, this is interpreted at the level of Education Consultant.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. A 092 certificate (Intermediate Administrator), or 093 certificate (Superintendent), or Sixth Year Diploma in Educational Leadership, or an Ed.D. (Doctorate in Educational Leadership) may be substituted for one (1) additional year of the General Experience.
2. An advanced degree and three (3) years of managerial experience in the oversight of the development or administration of an educational bureau, system, operation, school or service may substitute for the General Experience and the Special Experience.

PREFERRED QUALIFICATIONS

The successful candidate will possess:
  • Experience in federal and state child nutrition programs.
  • Experience implementing federal child nutrition programs.
  • Experience with the Healthy, Hunger Free Kids Act of 2010 and related provisions.
  • Experience in federal and state agencies to achieve program outcomes
  • Experience working with federal child nutrition regulations and state statutes governing nutrition programs.
  • Experience developing and delivering presentations on topics to both internal and external stakeholders.
  • Experience leading a team in an educational environment.
  • Experience meeting deadlines against competing priorities while managing federal nutrition programs.

SPECIAL REQUIREMENTS

May be required to possess an appropriate certificate issued by the State Board of Education.
