The State of Connecticut, Department of Energy & Environmental Protection (DEEP), Land & Water Resources Division (LWRD) is currently seeking an Environmental Analyst 2 to join our team in Hartford, CT.

Within the Bureau of Water Protection & Land Reuse (WPLR), our mission is to work together for the restoration, protection and conservation of Connecticut's water and land resources for current and future generations. 

Position Highlights: 

LWRD specifically provides land use planning, regulatory, and technical services directed to the management and protection of Long Island Sound, tidal and inland wetlands and watercourses. 

LWRD directly processes and reviews water and coastal resource permit applications; conducts investigations of violations of environmental laws and initiates appropriate enforcement actions; assists municipal partners in their administration of coastal and inland land use regulations; manages a coastal public access program; and coordinates and implements a variety of habitat restoration, land conservation, and resource mapping initiatives. 

This position is 35 hours per week, working Monday through Friday, 8:00 AM - 4:00 PM. A hybrid work schedule is available.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection this class is accountable for independently performing a full range of tasks in the technical review and analysis of environmental program data and issues within the environmental field, developing recommendations on courses of action and assisting with the implementation of policy and program decisions.

In other state agencies this class is accountable for independently performing a full range of tasks in the technical review and analysis of environmental program data and issues, developing recommendations for courses of action and assisting with the implementation of policy and program decisions.

EXAMPLES OF DUTIES

Duties are performed within the context of wetland mitigation and restoration. In this position you will:
  • Work with conservation partners to identify and evaluate potential restoration/mitigation sites and concept plans, and to develop, manage and advance restoration/mitigation projects throughout Connecticut.
  • Provide technical support to the CT Dept of Transportation and carry out the identification, evaluation, negotiation, and approval of potential wetland restoration/mitigation sites for the program.
  • Prepare scopes of work for wetland restoration, enhancement, or re-establishment.
  • Develop and review performance monitoring and reporting activities on wetland mitigation projects.
  • Research mitigation program requirements, develop, recommend, and implement goals and objectives and evaluate program effectiveness.
  • Coordinate the possible development and implementation of a wetland bank including researching, developing, analyzing, and interpreting mitigation banking options.
  • Conduct field, geospatial, photographic, and regulatory records investigations to assess restoration/mitigation site conditions.
  • Provide technical consultation to local, regional, state, federal officials, and the public.
  • Represent the Department as an expert witness and provide testimony on natural resources and environmental issues at public hearings.
  • Prepare written documents including, technical reports and assessments, contracts, and memoranda of agreement/understanding, and general correspondence.

KNOWLEDGE, SKILL AND ABILITY

Knowledge of principles and practices in fields relative to environmental protection; knowledge of principles and practices of environmental and policy analysis; knowledge of local, state and federal laws, statutes, regulations and policies pertaining to environmental protection; knowledge of environmental program planning principles and practices; knowledge of statistics; interpersonal skills; oral and written communication skills; research and organizational skills; ability to understand and interpret legislation and technical data; ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience involving technical analysis and interpretation of environmental program data or planning and implementing environmental programs.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in a scientific or technical discipline related to the environmental field including but not limited to the biological, earth, or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; or natural resources may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

2. A Master's degree in a scientific or technical discipline related to the environmental field including but not limited to the biological, earth, or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; or natural resources may be substituted for five (5) years of the General Experience.

Note: Education may only be substituted for a total of five (5) years.

3. For State Employees one (1) year of experience as a Environmental Analyst 1 may be substituted for the General Experience.

PREFERRED QUALIFICATIONS

The preferred candidate will possess:
  • Coursework in biology, ecology, or wetland systems; 
  • Professional experience with wetland restoration or mitigation projects;
  • Experience analyzing and interpreting engineering drawings or plans; 
  • Experience using geographic information systems for the purpose of generating cartographic output, or to analyze data to solve a problem or answer a question; 
  • Experience developing and interpreting technical reports or data relating to wetlands restoration or wetlands mitigation; 
  • Experience communicating (verbally and in writing) data relating to wetlands restoration or wetlands mitigation to peers, supervisors, government officials, or public audiences. 

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to travel.
2. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

WORKING CONDITIONS

Incumbents in this class may be exposed to some danger of injury or physical harm from on-site environments and a moderate degree of discomfort from exposure to year round weather conditions.
