We, with the Department of Public Health (DPH), are seeking a qualified individual for the position of Planning Analyst, within our Public Health Preparedness and Local Health Section. This is a new federally funded position and will be responsible for integrating COVID-19 response into all agency plans, including the Public Health Emergency Response Plan (PHERP), and its functional and hazard-specific annexes and appendices. Our offices are centrally located at 410 Capitol Avenue in Hartford. This is a full-time, first shift, forty (40) hour per week position with a typical work schedule of Monday through Friday. Incumbents may be required to work on weekends, during inclement weather or during night hours.

Please Note: This position is grant funded with an anticipated end date of June 30, 2024, and may be extended as needed.

DISCOVER THE OPPORTUNITY TO:

  • Develop, maintain, and monitor a review and revision schedule for all plans, annexes and appendices
  • Convene meetings and workshops of agency subject matter experts to recommend appropriate updates; and edit the documents accordingly
  • Ensure plans, annexes and appendices are updated or developed based on corrective actions identified in the COVID-19 After Action Report (AAR)
  • Review, analyze and revise public health and healthcare preparedness plans
  • Plan and conduct workshops or focus groups with Department subject matter experts
  • Write new public health preparedness plans following the existing plan format based on FEMA’s Comprehensive Preparedness Guides
Our section is responsible for the development and implementation of the state's public health emergency plan and initiatives. We promote the health and safety of Connecticut by preparing the state against public health emergencies and ensuring the timely response of emergency countermeasures through local and state means while maintaining equal access to preparedness services for all communities.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a State agency this class is accountable for independently performing a full range of tasks in planning, monitoring and evaluating programs.

EXAMPLES OF DUTIES

Plans and develops new programs; monitors and modifies existing plans and programs; acts as liaison with other operating units, agencies and outside officials regarding programs and plans; provides training and consultative services; develops procedures for programs; drafts regulations pertaining to programs and plans; analyzes and evaluates grant applications and requests for proposals; conducts special studies and prepares reports; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Knowledge of principles and practices of state and regional planning; knowledge of federal, state and regional planning and development issues and programs; knowledge of research methods and techniques; knowledge of statistical analysis; interpersonal skills; oral and written communication skills; ability to interpret relevant state and federal laws and regulations; ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in planning including developing written long term plans broad in scope and having impact on a number of operations.

NOTE: Planning is defined as collecting and analyzing technical data (social, environmental, economic, governmental), determining problems and concerns, and developing long-term plans accordingly. These are formal, written plans, i.e., statements of goals and objectives, recommended alternatives for action, and policies and programs to achieve the goals and objectives. Generally, these plans will impact statewide activities or a large-scale corporation which has branch or satellite facilities. Candidates must often perform these types of duties the majority of time and the planning function must be the major thrust of the job.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in planning, public administration or a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Experience reviewing, analyzing and revising public health and healthcare preparedness plans
  • Experience developing, maintaining and monitoring review and revision schedules for plans, annexes and appendices
  • Experience planning and convening workshops or focus groups with Federal, State or Local subject matter experts to inform plans, procedures or protocols
  • Experience writing public health, healthcare or all-hazard preparedness plans following the existing plan format based on FEMA's comprehensive Preparedness Guides
