The State of Connecticut, Department of Consumer Protection (DCP), is now accepting applications for an exciting, full-time, 40 hours/week, Consumer Protection Inspector (Weights and Measures) opportunity within the Food and Standards Division in Hartford, CT. Telework may be limited since this is a field-based position, flex work schedules after the working test period are allowable. The Role: You will primarily be out-of-doors in all kinds of weather, areas not out-of-doors may be spent in remote industrial or commercial locations. You will spend a significant amount of time driving to various locations, you may be asked to assist in the Measurement Lab, while on inspections you may be exposed to fuel fumes on a limited basis.

Discover the Opportunity to: 
  • Inspect weighing and measuring devices and document those calibrations and inspections. 
  • Take samples of fuel and documents and assist in laboratory procedures involving the calibration of laboratory and field standards of mass, volume, length, and temperature. 
  • Make other precise determinations of mass, volume, length, and temperature for government, business and industries. 
  • Perform mathematical corrections for standards involving thermal expansion of materials, temperature, humidity, and pressure as required.  
  • Make recommendations for the approval, modification, or rejection of weighing and measuring devices sold or used in Connecticut. 
  • Weigh or measure contents of official samples of pre-packaged merchandise. 
  • Support and monitor the City Sealers of Weights and Measures in quality control, care and use of standards, laws, and regulations. 
  • Conduct special tests on commercial weighing and measuring equipment. 
  • Consult with business, industry, and NIST on technical matters of measurement. 
  • Answer inquiries pertaining to activities of the weights and measures laboratory. 
  • Prepare reports of inspection, examinations, and monthly statistics. 
  • Performs routine maintenance on Department owned equipment and vehicles. 
  • May testify in court and perform related duties as required.
*This salary range shall increase effective July 1, 2022. Employees new to State service start at minimum.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Consumer Protection, this class is accountable for independently performing a full range of tasks in conducting inspections to assess compliance with relevant state and federal laws and regulations.

EXAMPLES OF DUTIES

Inspects and tests commercial scales, gasoline dispensers, fuel oil meters, taxi meters and other measuring devices to ensure compliance with state and federal laws and regulations; reweighs or measures packaged commodities for correct net weight; removes from sale all retail or wholesale packaged commodities that do not conform to state packaging and labeling regulations; examines gasoline station price signs to ensure compliance with state laws and regulations; secures samples for analysis; performs laboratory analysis of samples; investigates complaints; prepares application for arrest warrant and presents evidence to prosecutors; testifies at hearings and in court; may assist in training of new inspectors; may speak before the public as assigned; may drive heavy duty truck; may assist in performing inspections in other regulated areas; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Knowledge of weighing and measuring devices and packaging methods; knowledge of technical and professional resources for weights and measures; skill in utilizing statistical sampling plans and performing arithmetical calculations; knowledge of relevant state and federal laws, statutes and regulations; knowledge of inspection and investigation methods and techniques; interpersonal skills; oral and written communication skills; ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Five (5) years of experience in the inspection of weighing and measuring devices OR quality assurance inspection OR laboratory work OR repair of weighing and measuring devices.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  2. A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Experience using scales/balances used in commerce or liquid petroleum fuel measurement equipment in repair, service, or installation of such equipment.
  • Experience writing reports and performing mathematical calibrations.
  • Experience setting up, operating, and maintaining equipment. 

SPECIAL REQUIREMENTS

  1. Incumbents in this class may be required to possess appropriate current licenses or permits.
  2. Incumbents in this class may be required to travel.
  3. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

WORKING CONDITIONS

Incumbents in this class may be required to lift heavy objects such as cases of food, bags of flour or cartons of manufactured goods, exposed to moderately disagreeable conditions and required to work in tiring positions.
