The Department of Social Services (DSS), is currently recruiting for one (1) Fiscal/Administrative Supervisor role that will be located in Hartford. Additionally, this is a full-time, 40 hours/week, Monday - Friday, 8:00 am - 4:30 pm position.

In this role, we would entrust you to supervise staff engaged in a variety of fiscal and administrative functions. Along with other duties as needed, we would have you:
  • Supervise the administration of all contracts and procurement functions within the Contract Administration Unit 
  • Ensure compliance with department policies and procedures
  • Determines priorities and plan unit work

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency, facility or institution this class is accountable for supervising staff engaged in a variety of fiscal and administrative functions, with major emphasis on fiscal administration or payroll oversight.

 

EXAMPLES OF DUTIES

Duties include, but are not limited too: 
  • Supervision, oversight and administration of all contracts and procurement functions within the Contract Administration Unit, including development and preparation of contracts for the department and ensuring that the department complies with policies and procedures pertaining to contracting promulgated by the Office of Policy and Management (OPM) and that all contracts contain the requisite contract provisions, as directed by OPM and the Attorney General's Office
  • Identifying and facilitating contract variations to achieve improved performance measures and outcomes, while maintaining compliance
  • Supervision, oversight and administration of all purchasing functions within the Purchasing Unit and ensuring  that purchasing functions are provided for the agency including the purchase and leasing of equipment, supplies, and services for the continued operation of the department and in support of employees, clients, and program operations in accordance with State guidelines and State statutes
  • Schedules, assigns, oversees and reviews work of staff
  • Provides staff training and assistance
  • Conducts performance evaluations
  • Determines priorities and plans work
  • Establishes and maintains procedures
  • Develops or makes recommendations on development of policies and standards
  • Acts as liaison with other operating units, agencies and outside officials regarding policies and procedures
  • Prepares reports and correspondence
  • Ability to utilize EDP systems for financial records, reports, and analyses

  • Responsible for overseeing the day to day operations, administration and performance of the Contract Administration and Purchasing Unit with management direction

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of principles and practices of public administration with special reference to governmental budget management, governmental accounting, and payroll; considerable knowledge of relevant agency policies and procedures; considerable knowledge of relevant state and federal laws, statutes and regulations; knowledge of grants and contracts preparation and administration; knowledge of purchasing principles and procedures; knowledge of types, characteristics and sources of supply and market factors of assigned commodities; knowledge of business law as it applies to purchasing contracts and sales; knowledge of payroll practices and procedures; considerable interpersonal skills; considerable oral and written communication skills; considerable ability in preparation and analysis of financial and statistical reports; ability to understand and apply relevant state and federal laws, statutes and regulations; ability to utilize EDP systems for financial management; supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience in a combination of fiscal/administrative functions (e.g., accounting, payroll, purchasing) at least one (1) of which must be an accounting, budgeting, or payroll function. Descriptions of these fiscal/administrative functions are attached.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been at the professional working level of Fiscal/Administrative Officer, Accountant, or Payroll Officer 2.
Note: Connecticut Careers Trainee experience (target Fiscal/Administrative Officer or closely related class) is the professional training level and below the professional working level.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

2. A Master's degree in public administration, business administration or accounting may be substituted for one (1) additional year of the General Experience.

3. For State Employees experience as a Purchasing Services Officer 1 or 2 substitutes for the General and Special Experience on a year for year basis.

PREFERRED QUALIFICATIONS

The preferred candidate must have the following experience and provide evidence of the following experience on their application:
  • Experience in grants management, contract development and administration, including the full procurement process
  • Grants or contracts solicitation experience for various awards of cost effective performance based contracts
  • Experience identifying and facilitating contract variations to achieve improved vendor performance measures and outcomes
  • Experience with medical and healthcare related contracts
  • Experience interpret relevant State and Federal laws, statutes and regulations
  • Experience in CORE-CT/PeopleSoft Financials Contract Management System, Procurement Contracts, Purchasing, Accounts Payable, Suppliers and EPM modules
  • Experience or coursework in budget preparation
  • Experience with purchasing principles and procedures and State laws and regulations as it applies to purchasing contracts and experience in purchasing of supplies, equipment and contractual services
  • Working experience in computer software including Microsoft Word, Excel, and Power Point. (i.e. creating formulas, pivot tables, etc.)
  • Experience coordinating and leading small project teams
  • Experience supervising staff
