We are currently recruiting for a Human Rights and Opportunities (HRO) Trainee. In this role, we will have you learn on the job and at the end of a two-year training program, you will have a target class of HRO Representative. This role is based in our office in Norwich CT. Additionally, this is a full- time, first shift, 40 hours/week, Monday - Friday, 8:00 am - 4:30 pm role.
As An HRO Trainee, We Will Guide You In Learning:
- How to develop, review, implement, and monitor specific remedies, programs, and projects crafted to promote equal opportunity, affirmative action, and intergroup relations
- To perform enforcement and investigatory work, including investigating discriminatory practice complaints
- How to review state agency affirmative action plans and contractor set aside plans

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Commission on Human Rights and Opportunities this class is accountable for successfully completing a planned training program in civil rights law enforcement and investigative techniques while performing enforcement and investigative work with gradually increasing responsibility.
EXAMPLES OF DUTIES
In this role you will:
- Develop, review, implement and monitor specific remedies, programs and projects designed to promote equal opportunity, affirmative action and intergroup relations
- Develop cooperative law enforcement and compliance liaison activities with community organizations, business, and federal, state, and local government agencies
- Perform enforcement and investigative work of gradually increasing responsibilities
- Investigate discriminatory practices complaints
- Review state agency affirmative action plans and contractor set aside plans
- Requires ability to manage a heavy case load
- Perform related duties as required

KNOWLEDGE, SKILL AND ABILITY
Knowledge of causes of discrimination and its social and economic impact on protected classes; basic knowledge of interviewing principles and techniques; interpersonal skills; oral and written communication skills; organizational skills; ability to read, understand and apply statutes, regulations, legal theories and policies to a given set of facts; analytical ability; ability to follow oral and written instructions; ability to prepare reports.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Four (4) years of experience involving the protection of human rights and examination of social problems of protected classes.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
Preference will be given to those who possess the following:
- Experience performing formal investigations and preparing written reports of findings
- Experience conducting fact finding investigations including multiple parties
- Experience in preparing interrogatories relating to discrimination cases
- Experience with mediation, negotiation, and arbitration processes and techniques
- Experience working with and protecting confidential information
- Experience completing tasks via a computer
- Experience using Microsoft Office products
- Experience working, managing, and completing multiple tasks simultaneously within strict deadlines
- Experience in customer service interacting with people from various backgrounds
Incumbents in this class may be required to travel.
