The State of Connecticut, Department of Public Health (DPH) is hiring! We are seeking qualified individuals to fill six (6) Engineer Intern positions within the DPH’s Drinking Water State Revolving Fund (DWSRF) Program within the Environmental Health and Drinking Water (EHDW) Branch. These Engineer Interns will receive training under direction of a supervisor or senior staff person for a period of one year before being promoted to the target class of Sanitary Engineer 1 (Pay Plan ES 19, Step 7- $ $65,403) upon successful completion of the training period.

These positions will directly support the processing of new Drinking Water State Revolving Fund (DWSRF)/Bipartisan Infrastructure Law (BIL) funding applications and provide oversight and implementation of the drinking water infrastructure projects that will receive the available funding. The DPH has primacy to uphold the Safe Drinking Water Act and oversee various state laws that assure purity and adequacy of the state’s public drinking water systems and sources and the EHDW Branch regulates approximately 2,400 public water systems that provide safe drinking water to over 2.9 million people in the State of Connecticut. Additionally, the EHDW Branch oversees activities related to food protection, private wells, subsurface sewage disposal, lead, radon, asbestos and over 15 environmental licensing and certification categories.  

Under the direct supervision of a Supervising Sanitary Engineer, these Engineer Intern positions will receive training to perform the following duties:

  • Provide technical assistance to PWS on lead service line replacement projects including completing their inventories of lead service lines
  • Perform environmental assessments on drinking water infrastructure projects
  • Review and approve planning and engineering reports for regulatory compliance
  • Review engineering designs of drinking water infrastructure for regulatory compliance
  • Review contract procurement procedures and construction contracts for adherence to State and Federal procurement requirements
  • Provide technical assistance to loan applicants and their consultants on DWSRF and BIL requirements
  • Ensure regulatory compliance requirements have been satisfied during construction and after construction is complete
  • Review monthly payment requests from borrowers during project implementation
  • Perform construction site visits and records reviews at each project location
  • Maintain state and federally required records/data
  • Prepare mandated state and federal reports
  • Conduct marketing and outreach to eligible DWSRF applicants

These Engineer Intern positions are permanent, full-time,35 hours per week positions based out of Hartford, CT. A flex schedule may be permitted following the successful completion of a working test period, including opportunities for an alternate work schedule. These positions will have an opportunity to telework a portion of each week in accordance with State policies. These positions have the potential to increase to 40 hours and the salary will be commensurate with the increase in hours.

In a state agency this class is accountable for receiving training in introductory professional engineering work for the development of technical and professional engineering skills and knowledge in order to qualify for advancement to the technical engineering work of the agency.


Performs a wide variety of increasingly difficult duties as technical skills are acquired during course of training period.


General knowledge of basic engineering theories, principles and methods; skill in use of drafting and calculating instruments; considerable ability in performing mathematical computations, making neat and accurate drawings and preparing minor design and structural details; ability to utilize computer software.


A Bachelor's degree in the discipline required by the target class.


  • Engineering experience or academic coursework in drinking water treatment, distribution, water quality or source water protection
  • Experience using oral and written communication skills
  • Experience with spreadsheets and word processing software including MS Word and MS Excel
  • Professional or academic experience working independently and in a team environment
  • Experience using organizational skills to monitor and track multiple on-going assignments
