The DMHAS, Whiting Forensic Hospital (WFH), seeks an experienced
and qualified individual for the position of Fiscal Services Manager (Mental
Health Services Manager) located at 1000 Silver Street in Middletown, CT. It is
a full-time, forty (40) hour per week position.
The work schedule is first shift, 8:00 a.m. to 4:30 p.m., Monday through
Friday. The position number is 117933.
Whiting Forensic Hospital specializes in providing
inpatient services to individuals involved in the criminal justice system. The
hospital consists of 91 maximum security beds and 138 enhanced security beds.
Services are provided to individuals who are admitted under the following
categories: Psychiatric Security Review Board commitment, Criminal court order
for restoration of competency to stand trial, Civil commitment (voluntary or
involuntary) and Transfer from the Department of Correction (during period of
incarceration or at end of sentence). Discharge options are dependent on legal
status and the purpose of admission.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Mental Health and Addiction Services, this class is accountable for managing fiscal/administrative functions and activities of a mental health facility.
EXAMPLES OF DUTIES
This position will be responsible for:
- Providing oversight
to plant operations and fiscal services unit;
- Formulating
program goals and objectives;
- Overseeing
facility contracts;
- Maintaining
contact with individuals both within and outside of the fiscal and
administrative departments who might impact on department activities;
- Coordinating
fiscal management functions including budget preparation and management,
accounting and financial reporting and analysis;
- Participating in
strategic planning;
- Performing statistical analysis and reports;
- Performing bank reconciliation in QuickBooks;
- Processing purchase orders for PO or by
purchasing using PCard;
- Performing PCard reconciliation;
- Processing patients medical bill for payment;
- Applying accounting practices and rules;
- Utilizing Microsoft Excel;
- May be a member of standing
committees;
- Attend facility meetings; and
- Performing related duties as
required.

KNOWLEDGE, SKILL AND ABILITY
Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of principles and practices of public administration; considerable knowledge of principles and practices of mental health facility administration; considerable knowledge of mental health policies and systems; considerable knowledge of Joint Commission on the Accreditation of Hospitals and other relevant accreditation standards; considerable interpersonal skills; considerable oral and written communication skills.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Eight (8) years of experience in business administration or health care administration involving responsibility for financial management or budget development.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Four (4) years of the General Experience must have been in a professional organization that provides mental health or intellectual and developmental disability services or general hospital administration.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in Public Health, Public Administration, Business Administration with a specialization in health services or hospital administration, or a Master of Social Work with a concentration in either administration or policy and planning may be substituted for one (1) year of the General Experience.
PREFERRED QUALIFICATIONS
Our preferred candidate will possess the following:
- Bachelor's
Degree in Accounting.
- Experience
working within a Healthcare environment providing Fiscal Services.
- Experience with
Microsoft Office to include Excel, Word, and Outlook.
- Experience
working with QuickBooks.
