Introduction

The State of Connecticut, Department of Public Health (DPH) is hiring!  We are seeking a qualified individual to fill an Environmental Analyst 1 position in the DPH’s Environmental Health and Drinking Water (EHDW) Branch. The EHDW Branch houses the Lead Testing in School and Child Care Program funded by the Water Infrastructure Improvements for the Nation Act (WIIN), recently reauthorized under the Bipartisan Infrastructure Law (BIL) to include remediation efforts. This position will focus on implementation of the requirements outlined in the WIIN Grant.

The DPH has primacy to uphold the Safe Drinking Water Act and oversee various state laws that assure purity and adequacy of the state’s public drinking water systems and sources and the EHDW Branch regulates over 2,400 public water systems that provide safe drinking water to over 2.8 million people in the State of Connecticut. Additionally, the EHDW Branch oversees activities related to food protection, private wells, subsurface sewage disposal, lead, radon, asbestos and over 15 environmental licensing and certification categories.

Under the direct supervision of a Supervising Environmental Analyst, this position will be responsible for duties that will include, but are not limited to, the following:

  • Serve as a point of contact for the Lead Testing in Schools and Child Care Program Drinking Water Grant for the EHDW Branch
  • Assist with preparation of WIIN grant applications, programmatic reports and review of financial reporting
  • Assist the technical team in coordinating communications with schools and child care facilities
  • Work with a database for recording sample data information and generating follow-up reports
  • Assist the education and outreach team by coordinating local educational events
  • Ensure educational materials and reports are produced and available to stakeholders and the public
  • Assist the grant team to ensure core elements of the grant requirements are being met
  • Assist the EHDW Branch with the development of new lead guidelines and other written materials
  • Provide technical consultation to local, regional or state entities
  • Work to schedule and coordinate sampling events
  • Assist with site visits and collecting drinking water analytical samples
  • Coordinate and assist with sample site planning
  • Outreach to schools and childcare facilities to garner participation in the testing program
  • Assist schools and childcare facilities with remediation efforts
  • Assist in transportation of samples to the laboratory for analysis as needed

This Environmental Analyst 1 position is a permanent, full-time, 35 hour per week position based out of Hartford, CT. A flex schedule may be permitted following the successful completion of a working test period, including opportunities for an alternate work schedule. This position will have an opportunity to telework a portion of each week in accordance with State policies. This position has the potential to increase to 40 hours and the salary will be commensurate with the increase in hours.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection this class is accountable for performing a limited range of tasks in the technical review and analysis of environmental program data and issues within the environmental field and assisting in the development of recommendations for courses of action and implementation of policy and program decisions.
In other state agencies this class is accountable for performing a limited range of tasks in the planning, monitoring, implementation and evaluation of environmental program data and issues and assisting in the development of recommendations for courses of action.

EXAMPLES OF DUTIES

Assists in developing departmental, statewide or local environmental plans and programs; assists in research, collection and analysis of resources, data and educational materials; assists in review and analysis of proposed projects for consistency with policies, statutes and environmental impact; assists in coordinating data base maintenance and disseminating information; assists in drafting new regulations, statutes, guidelines and other written materials; assists in formulating policy options; assists in providing technical consultation to local, regional, state, federal officials and the public; assists in coordinating federal grant-in-aid programs and preparing related documentation; assists in developing enforcement actions and reports; assists in reviewing and developing recommendations on environmental permit requests; prepares environmental permit applications; assists in developing and implementing environmental and leisure services education programs; assists in preparing environmental impact statements and recommendations for corrective actions and/or alternatives; may assist in conducting site investigations; may assist in preparing publications and guidelines on environmental protection, natural resource education and economic development issues; may prepare enforcement actions; may serve as department representative on regulatory and advisory boards and/or committees; may serve as legislative liaison; performs related duties as required

KNOWLEDGE, SKILL AND ABILITY

Knowledge of principles and practices in fields relative to environmental protection; knowledge of basic principles and practices of environmental and policy analysis; knowledge of local, state and federal laws, statutes, regulations and policies pertaining to environmental protection; knowledge of basic statistics; some knowledge of environmental program planning principles and practices; interpersonal skills; oral and written communication skills; research and organizational skills; ability to understand and interpret legislation and technical data; ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Five (5) years of experience involving technical analysis and interpretation of environmental program data or planning and implementing environmental programs.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in a scientific or technical discipline related to the environmental field including but not limited to biological, earth, or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

2. A Master's degree in a scientific or technical discipline related to the environmental field including but not limited to biological, earth, physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources may be substituted for five (5) years of the General Experience.

Note: Education may only be substituted for a total of five (5) years.

3. For State Employees one (1) year of experience as an Environmental Intern or Environmental Compliance Specialist 2 may be substituted for the General Experience.

PREFERRED QUALIFICATIONS

  • Experience working with water quality, water system infrastructure, and/ or environmental data
  • Experience collecting, analyzing, and interpreting technical data
  • Work or academic experience in lead in drinking water, drinking water sampling, drinking water treatment, drinking water distribution systems, and/ or drinking water quality
  • Experience working  with database development and maintenance
  • Experience preparing reports and presentations
  • Experience working collaboratively with internal and external partners

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to travel.
2. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

WORKING CONDITIONS

Incumbents in this class may be exposed to some danger of injury or physical harm from on site environments and a moderate degree of discomfort from exposure to year round weather conditions.
