Environmental Analyst 1 (35 Hour)

Introduction

The State of Connecticut, Department of Public Health (DPH) is hiring!  We are seeking two qualified individuals for the position of Environmental Analyst 1. The Connecticut Department of Public Health’s (DPH) Environmental Health and Drinking Water Branch houses the Drinking Water Section (DWS), which provides technical assistance, education, and regulatory enforcement to approximately 2,400 public drinking water systems in Connecticut that utilize 150 reservoirs and 4,000 groundwater sources to provide public drinking water to approximately 2.9 million people on a daily basis. The DWS is entrusted to protect and promote healthy people in healthy Connecticut communities by assuring the use and distribution of high-quality public drinking water for human consumption. 

The Bipartisan Infrastructure Law (BIL) provides funding for infrastructure improvements for public water systems in Connecticut including drinking water lead service line removal and treatment of emerging contaminants.These positions will be within the Enforcement and Data Management Unit and will provide support for the review and approval of lead service line removal projects and maintenance of the data required to be collected to implement the lead service line removal plans.  Additionally, these positions will support the compliance regional units by determining compliance with lead and copper rule action level and associated follow up with optimal corrosion control treatment (OCCT) projects.   

Under the supervision of a Supervising Environmental Analyst or Lead Environmental Analyst 3 in the Enforcement and Data Management Unit, these Environmental Analyst 1 positions will perform the following duties:

  • Responsible for determining public water system compliance with the lead and copper rule for approximately 1,000 water systems according to their required monitoring schedules
  • Review, collate and track information that the department will be receiving as a result of the new lead and copper rule revisions such as PWS materials inventory, lead service lines, school/childcare lead testing results and lead service line replacement plan data
  • Maintain information in safe drinking water information system (SDWIS) database or other applicable database as required to track as part of our primacy partnership agreement with EPA
  • Review and trend water quality parameters after the approved OCCT project is in operation to ensure that treatment is optimized and operating within specified water quality ranges as approved by DPH
  • Assist Enforcement staff with reviewing/tracking requirements of Administrative Orders following lead and copper action level exceedances
  • Provide technical assistance to public water systems, certified operators, and consultants regarding regulatory requirements of lead and copper rule action level exceedances
  • Attend relevant trainings to develop subject matter expertise on corrosion control treatment methodologies and the lead and copper rule revisions

These Environmental Analyst 1 positions are permanent, full-time, 35 hours per week positions based out of Hartford, CT. A flex schedule may be permitted following the successful completion of a working test period, including opportunities for an alternate work schedule and/or teleworking in accordance with State policies. These positions have the potential to increase to 40 hours and the salary will be commensurate with the increase in hours.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection this class is accountable for performing a limited range of tasks in the technical review and analysis of environmental program data and issues within the environmental field and assisting in the development of recommendations for courses of action and implementation of policy and program decisions.
In other state agencies this class is accountable for performing a limited range of tasks in the planning, monitoring, implementation and evaluation of environmental program data and issues and assisting in the development of recommendations for courses of action.

EXAMPLES OF DUTIES

Assists in developing departmental, statewide or local environmental plans and programs; assists in research, collection and analysis of resources, data and educational materials; assists in review and analysis of proposed projects for consistency with policies, statutes and environmental impact; assists in coordinating data base maintenance and disseminating information; assists in drafting new regulations, statutes, guidelines and other written materials; assists in formulating policy options; assists in providing technical consultation to local, regional, state, federal officials and the public; assists in coordinating federal grant-in-aid programs and preparing related documentation; assists in developing enforcement actions and reports; assists in reviewing and developing recommendations on environmental permit requests; prepares environmental permit applications; assists in developing and implementing environmental and leisure services education programs; assists in preparing environmental impact statements and recommendations for corrective actions and/or alternatives; may assist in conducting site investigations; may assist in preparing publications and guidelines on environmental protection, natural resource education and economic development issues; may prepare enforcement actions; may serve as department representative on regulatory and advisory boards and/or committees; may serve as legislative liaison; performs related duties as required

KNOWLEDGE, SKILL AND ABILITY

Knowledge of principles and practices in fields relative to environmental protection; knowledge of basic principles and practices of environmental and policy analysis; knowledge of local, state and federal laws, statutes, regulations and policies pertaining to environmental protection; knowledge of basic statistics; some knowledge of environmental program planning principles and practices; interpersonal skills; oral and written communication skills; research and organizational skills; ability to understand and interpret legislation and technical data; ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Five (5) years of experience involving technical analysis and interpretation of environmental program data or planning and implementing environmental programs.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in a scientific or technical discipline related to the environmental field including but not limited to biological, earth, or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

2. A Master's degree in a scientific or technical discipline related to the environmental field including but not limited to biological, earth, physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources may be substituted for five (5) years of the General Experience.

Note: Education may only be substituted for a total of five (5) years.

3. For State Employees one (1) year of experience as an Environmental Intern or Environmental Compliance Specialist 2 may be substituted for the General Experience.

PREFERRED QUALIFICATIONS

  • Work or academic experience analyzing and interpreting environmental monitoring data
  • Work or academic experience developing, managing, and administering databases
  • Work or academic experience assessing compliance with regulations and/or developing strategies to achieve compliance with regulations
  • Experience using oral and written communication skills, including interpersonal communication, to relay complex ideas to various audiences
  • Experience providing technical assistance to individuals or groups
  • Experience using report writing skills utilizing MS Word and MS Excel

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to travel.
2. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

WORKING CONDITIONS

Incumbents in this class may be exposed to some danger of injury or physical harm from on site environments and a moderate degree of discomfort from exposure to year round weather conditions.
