The State of Connecticut, Department of Emergency Services & Public Protection (DESPP) is seeking a motivated and detail-oriented, Information Technology Technician to join our team within the IT Operations Unit. This position is located at DESPP Headquarters, which is conveniently located off I-91 in Middletown, CT.

Position Highlights: 

The majority of your time will be spent interacting directly with agency staff from all six divisions and multiple support staff functions within DESPP, in addition to vendors and contractors. Your mission will be to continuously enhance emergency services, public safety and support staff productivity via the application and ongoing support of effective and efficient technology solutions. 

This position is full-time, 40 hours per week, working a Monday to Friday schedule from 7:30 AM - 4:00 PM with a potential for a flexible schedule. This position has the opportunity to be eligible for telework.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for performing a full range of basic technical work involving infrastructure systems support in an Information Technology (IT) environment.

EXAMPLES OF DUTIES

The IT Technician will serve as a member of the DESPP IT Help Desk Unit and assist with the troubleshooting, installation, configuration, deployment and support of various technologies and systems, including, but not limited to the following: • DESPP IT Service Desk System - user and system errors, password resets, navigation, notifications, break/fix, vendor tracking, equipment inventory • Diagnostic and System Monitoring Tools - respond to alert notifications and contact senior level IT staff when outages or problems occur within the agency IT infrastructure • Mobile devices (wireless phones, tablets, sensors) and mobile device management (MDM) system • Videoconferencing systems at HQ, Police and Fire Academies, and State EOC • Security systems (cardkey, photo ID and building surveillance) • Copier/Printer support - Install drivers, network information, toner replacements, troubleshooting, vendor scheduling and tracking for repairs • State EOC IT operations support 24x7x365 during drills and activations (including inclement weather, major cybersecurity incidents, pandemic activity, etc.)

KNOWLEDGE, SKILL AND ABILITY

Knowledge of functioning and use of information systems and technology; knowledge of IT equipment; knowledge of help desk management tools and utilities; knowledge of computer operations and methods of preparing work for processing; knowledge of data control functions specific to job stream maintenance and documentation; basic knowledge of concepts of network and microcomputer operating systems; interpersonal skills; oral and written communication skills; technical problem solving skills; logic and analytical skills; ability to install and maintain microcomputer hardware, software and basic network components; ability to analyze and troubleshoot simple operational and data communications problems; ability to prepare and maintain records, logs and reports.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Three (3) years of experience in information technology (IT) operations support or another IT related support area.

NOTE: For State employees this is interpreted at the level of Data Processing Operations Support Specialist 1.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in management information systems, computer science or information technology related area may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling six (6) months of experience to a maximum of two (2) years.

2. For State employees one (1) year as an Information Technology Technician Trainee may be substituted for the General Experience.

PREFERRED QUALIFICATIONS

The preferred candidate will possess:
  • Experience with installing, supporting and utilizing Office 365, preferably within the Government Cloud (GCC) environment; 
  • Experience leveraging enterprise Helpdesk systems and administrative tools to provide technical support across a large organization; 
  • Experience with Windows, Mac, iOS and Android operating systems; 
  • Experience using various administrative tools to facilitate remote technical support and mobile device management (MDM); 
  • Experience deploying and supporting wireless/cellular mobile devices; 
  • Experience being on-call for a statewide emergency services agency and providing field support, in inclement weather; 
  • Experience performing under considerable pressure and stress during emergency incidents; 
  • Experience working in a law enforcement or para-military environment.
