The State of Connecticut, Department of Energy & Environmental Protection (DEEP) has an exciting opening for a Connecticut Careers Trainee to join our team within the Public Utilities Regulatory Authority (PURA). This position is located in New Britain, CT and upcoming spring graduates are encouraged to apply!

PURA is statutorily charged with regulating the rates and services of Connecticut's investor owned electric, natural gas, water and telecommunication companies and is the franchising authority for the state's cable television companies. Ensuring affordable and reliable service from these sectors is critical to maintaining public health and safety and a thriving economy in the state of Connecticut. 

PURA is statutorily charged with regulating many aspects of CT's utility sector, including but not limited to: 
  • Ensuring the prudence of electric system modernization, natural gas system expansion and water system infrastructure investments; 
  • Reviewing mergers and acquisitions in all the above regulated sectors; 
  • Conducting periodic utility rate cases; 
  • Overseeing service quality, safety and investment for the state's telecommunication infrastructure; 
  • Implementing federal requirements for natural gas pipeline safety. 

Position Highlights: 

This position is perfect for anyone new (or newer) to the energy industry to quickly gain real world experience in the clean energy and utility policy spaces and to rapidly progress in a career in the field. 

This position will initially learn from PURA staff working on the State's clean energy programs and, over the course of two to three years, will take a leadership position in the agency's work on one or more of these programs. At the end of the two to three year training period, the Connecticut Careers Trainee will be promoted to a Rate Specialist

This position will work 40 hours per week, Monday to Friday, with the opportunity for a hybrid work schedule. 

The state clean energy programs in which PURA is involved includes, but is not limited to, programs designed to support the deployment of solar photovoltaic (PV), battery storage, and fuel cell energy systems in both residential and commercial applications and the Shared Clean Energy Facility (SCEF) program which aims to deploy community solar PV to primarily benefit low to moderate income customers and small businesses. 

As part of the training offered for this position, the Connecticut Careers Trainee would have an exciting opportunity to work directly with both the CT Green Bank and CT Innovations to gain greater insight into all facets of the clean energy industry and CT's public policy and innovation ecosystem.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for mastering the skills necessary to satisfactorily complete the training program for a professional position.

EXAMPLES OF DUTIES

Job Duties include, but not limited to: conducts technical and policy research and analysis on topics related to the State’s clean energy program including, the Residential Renewable Energy Solutions program, the Non-Residential Renewable Energy Solutions program, the Shared Clean Energy Facility program, the Energy Storage Solutions program, the Electric Vehicle Charging program, and the Innovative Energy Solutions program, as assigned; develops procedural schedules for dockets associated with the above-listed clean energy programs to ensure that the Authority’s objectives for each proceeding are achieved and all standard practices are followed;  prepares reports of rate and policy review work, examinations and investigations; studies and recommends methods of providing services more closely associated with cost and performance based rates; assists in preparation for staff participation in formal hearings before department; reviews, evaluates and reports on technical papers, actions taken by regulatory or legislative bodies and other developments which have a bearing upon policies and practices of regulated companies.

KNOWLEDGE, SKILL AND ABILITY

Oral and written communication skills; ability to acquire knowledge and skills required for the target classification; ability to understand, evaluate and solve problems by exercising judgement and logic; ability to read, interpret and understand written material; ability to perform basic arithmetical computations; ability to interpret charts, graphs and tables; learning and reasoning ability; ability to establish and maintain cooperative relations with superiors, associates and general public; ability to utilize computer software.

MINIMUM QUALIFICATIONS

Possession of a Bachelor's or Master's degree.

NOTE:

  1. If the target job classification has a Substitution Allowed that requires the Bachelor's or Master's degree to be in a specific area(s), then these specific degree areas are required for appointment to the Connecticut Career Trainee classification.
  2. Candidates cannot be appointed until all degree requirements are complete.

PREFERRED QUALIFICATIONS

The preferred candidate will possess:
  • A bachelor's degree in Political Science, Engineering, Economics, Finance, Environmental studies, or a related field; 
  • An advanced degree in Renewable energy, Engineering, Environmental studies, Climate change, Public utility regulation, Finance, Economics, or a related field; 
  • Experience or coursework in energy, climate change policy or economics; 
  • Experience conducting quantitative analysis; 
  • Experience working independently to prepare and issue reports; 
  • Experience with project management methodologies; 
  • Experience using Microsoft Excel, Word, Project, Access, SharePoint or Teams.
