Introduction

The State of Connecticut, Department of Public Health (DPH) is seeking a Data Scientist to join our Epidemiology and Emerging Infections Program within the Infectious Diseases Section. This Data Scientist position will be the subject matter expert for COVID-19 database and report development and overall analytics capabilities within the Infectious Disease Section. This Data Scientist position will be responsible for the development of data driven reports and analytics for COVID-19 across various databases and platforms including cases, contact investigation, tests, school, and vaccination data. Since the DPH continues to handle large amounts of data related to the COVID-19 pandemic, integration of these data, including analytics, data integration across multiple databases and platforms, and a transition to more modern data analytic tools is on-going. This work is increasing, complex, and requires the skills and time of staff dedicated to the development of these tools while at the same time, maintaining the current reporting structure as defined by DPH and Office of the Governor leadership.  Additionally, this Data Scientist position will, along with the Infectious Disease Section Informatics Analytics Unit, design, document, and develop a similar reporting structure for the entire Infectious Disease Section.

  • Manage and deploy updates and changes to various COVID-19 report production code currently being used (using DevOps, Git, R, and SQL)
  • Design, document, and maintain the COVID-19 reporting processes including daily/weekly COVID-19 reports for case, test, vaccine, and school reporting data
  • Manage the COVID-19 team’s work in Azure DevOps including assigning, overseeing, and reviewing team members’ work, R Studio code quality assurance, and recommendations for inclusion into the main R code repository
  • Coordinate with data analytic and epidemiology staff and serve as lead for other Infectious Disease Section staff on the use of the CT Public Health Analytics and Integration Platform CPHAIP including working with IT staff at DPH and BITS
  • Supervise contractors supporting the COVID-19 team reporting for DPH
  • Serve as liaison with epidemiology, informatics and information technology staff working on COVID-19 reporting
  • Design and develop data models to support Power BI leadership dashboards and public facing reports

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for directing and conducting the most complex and specialized research investigations/evaluations, statistical analysis and/or data driven studies/projects.

EXAMPLES OF DUTIES

Applies statistical and research principles and techniques to a wide variety of issues and projects; develops research designs and statistically sound protocols and works with staff to carry out specific research studies; develops statistical and computerized models for analyzing data and interprets results to support business and client needs and facilitate informed recommendations and decisions; performs complex statistical analyses such as predictive modeling, forecasting, multiple regression, trend analysis, log linear analysis, factor analysis, and multi-variate analysis; uses parametric and non-parametric statistics; selects, designs, organizes and works out statistical techniques and research designs most suitable for the project/study at hand; evaluates the strengths and weaknesses of various statistical techniques and research designs, selecting those which achieve the most valid results; conducts in-depth literature searches and writes scientific papers; instructs staff in research and statistical techniques, methods, and use of statistical analysis software; oversees the production of research proposals, development and maintenance of databases, and interpretation, and writing of research and statistical reports for various intra and extra departmental audiences; may assist in the planning, design, selection, and evaluation of technologies related to data retrieval and analysis; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of methods of research design, statistical analysis and database management; considerable knowledge of management systems research and development related to social and economic trends; considerable knowledge of relevant State and Federal statutes, regulations and guidelines; knowledge of data processing computer programming for statistical analysis; knowledge of data retrieval and analysis methods; considerable written and oral communication skills; considerable interpersonal skills; ability to conduct longitudinal investigations/research, including interviewing and performing trend analyses and outcome effectiveness studies; ability to analyze and evaluate data using multiple regression, log linear analyses, factor analyses and multi-variate analyses; ability to use statistical packages and/or various data modeling platforms; ability to design and conduct studies and determine effective solutions; ability to write technical reports; some supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

A Master’s degree in biostatistics, epidemiology, public health, psychology, statistics or a closely related area with significant coursework in research methodology and statistics and one (1) year of professional experience with significant involvement in research and statistical analysis.

PREFERRED QUALIFICATIONS

  • Experience developing public health surveillance systems for COVID-19 including COVID-19 case, test and vaccine data                                                  
  • Experience in applied infectious disease epidemiology and reporting
  • Experience developing data analysis reports from large datasets (>10,000,000 events) across multiple databases
  • Experience using R and SQL for data analysis and data management including writing R scripts, troubleshooting error messages and using Rmarkdown 
  • Experience using Azure products including Azure DevOps
  • Experience leading a team including assigning, guiding and reviewing others’ work
