The State of Connecticut, Department of Transportation (DOT), invites its qualified agency employees to apply for the position of Transportation Assistant District Engineer (Construction Engineering) in the Bureau of Engineering and Construction located in the District One Construction Office in Rocky Hill, CT as a part of the Administrative & Residual (P5) Bargaining Unit. This position is full-time, 40 hours per week, Monday-Friday.

THE ROLE: 
The Assistant District Engineer assists the District Engineer in supervising office and field staff engaged in contract administration and inspection of the various construction contracts by the Department. This includes staff engaged in design and constructability reviews during design development, contract closeout, the implementation and support of software and technology used in those duties, and oversight and support to municipality administered projects.  It is the District staff’s responsibilities to ensure that the work is performed in compliance with the contract plans and specifications and help deliver Connecticut’s transportation capital program through efficient and innovative engineering and construction solutions with stakeholder input. This will improve public safety and mobility, enhance economic vitality, and improve community connectivity while preserving environmental and cultural resources.

This position requires active Professional Engineer (PE) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation, this class is accountable for assisting the Transportation District Engineer in supervising a staff engaged in transportation engineering in the office and field or assisting the Transportation Chief of Engineering and Construction Services as a project lead for agency mega-projects*.

EXAMPLES OF DUTIES

Schedules, assigns, oversees and reviews the work of staff; provides staff training and assistance; conducts performance evaluations; determines priorities and plans unit work; establishes and maintains unit procedures; develops or makes recommendations on the development of policies and standards; acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; prepares reports and correspondence; oversees layout and staking for and construction of highways and bridges; oversees review of proposed design changes and construction orders for approval; oversees review and monitors progress of all construction; settles controversies with contractors and owners of property abutting the right of way or refers complaints to higher authority for settlement; oversees Department and contractor work necessary for a DOT mega-project ensuring all specifications are met, funding is monitored, and directs all interactions with contractors; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of relevant agency policies and procedures; considerable knowledge of relevant State and Federal laws, statutes and regulations; considerable knowledge of the principles and practices of civil engineering as applied to construction of transportation infrastructure projects; considerable interpersonal skills; considerable oral and written communication skills; supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of professional experience in the planning and execution of complex transportation engineering projects.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a supervisory capacity with responsibility for the planning and conduct of complex transportation engineering projects.

Notes:

1. Supervisory capacity is interpreted as scheduling, assigning and overseeing work, establishing performance standards for employees and taking corrective measures to implement those standards.

2. For state employees, the Special Experience is interpreted at or above the level of Transportation Supervising Engineer (Construction Engineering) (Engineering).

PREFERRED QUALIFICATIONS

  • Experience managing, scheduling, and directing staff relating to implementation of the Department's Capital program
  • Experience working and interacting with public officials, designers, departmental staff, and various other project related stakeholders
  • Experience with various department initiatives and implementation as it relates to management of a District

SPECIAL REQUIREMENTS

1. Incumbents must possess Professional Engineer (PE) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302.

2. Incumbents in this class may be required to travel.

3. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator's license.
