The State of Connecticut, Department of Transportation (DOT) is currently accepting applications for an exciting Property Agent Trainee position (official State job classification of Connecticut Careers Trainee). This position is in the Division of Rights of Way at our Newington Headquarters. This position is full time, 40 hours per week and is in the P-4 (Engineering and Scientific) bargaining unit.

THE ROLE

Property Agent Trainees are the Department's entry level positions in Rights of Way. Property Agent Trainees receive training in real property acquisition and relocation services, property management, leasing, appraisals, title examination, closings, and deed preparation as they relate to the work of the Division of Rights of Way and perform a wide variety of increasingly difficult duties as technical skills are acquired during the course of the training period.

Property Agent Trainees become eligible for promotion to the target classification of Property Agent 1, upon successful completion of the 2-year training program.

*During the first year of training, Property Agent Trainees with a Bachelor's degree earn $50,122 annually and Property Agent Trainees with a Master's degree earn $51,927 annually. During the second year of training the salary increases to $57,350 annually.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for mastering the skills necessary to satisfactorily complete the training program for a professional position.

EXAMPLES OF DUTIES

In a department or institution receives training in introductory governmental work for development of skills and knowledge in field of public administration in order to qualify for advancement into agency professional positions; performs a variety of increasingly difficult duties as skills are acquired during course of training period; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Oral and written communication skills; ability to acquire knowledge and skills required for the target classification; ability to understand, evaluate and solve problems by exercising judgement and logic; ability to read, interpret and understand written material; ability to perform basic arithmetical computations; ability to interpret charts, graphs and tables; learning and reasoning ability; ability to establish and maintain cooperative relations with superiors, associates and general public; ability to utilize computer software.

MINIMUM QUALIFICATIONS

Possession of a Bachelor's or Master's degree.

NOTE:

  1. If the target job classification has a Substitution Allowed that requires the Bachelor's or Master's degree to be in a specific area(s), then these specific degree areas are required for appointment to the Connecticut Career Trainee classification.
  2. Candidates cannot be appointed until all degree requirements are complete.

PREFERRED QUALIFICATIONS

  • Possession of a Bachelor's or Master's degree from an accredited college or university in one of the following degree areas: real estate, business administration, economics, geographic information systems, political science with concentration in state and/or local government, communications, urban planning or a closely related field
  • 3.0 or higher grade point average in job-relevant courses
  • Experience leveraging organizational, interpersonal, oral and written communication skills, presentation and public speaking skills
  • Strong work ethic, positive attitude, eagerness and ability to take direction, learn and retain job training and a strong interest to work in the transportation engineering field
  • Experience managing and completing multiple tasks simultaneously within strict deadlines
  • Experience analyzing problems and recommending effective solutions
  • Experience reading, interpreting and understanding engineering and design drawings/plans
  • Experience or training in the use of Geographic Information Systems (GIS)
  • Experience using Microsoft Office 365, Teams, Word, Excel, Access, PowerPoint and Outlook
